Allegation: Personal Rights - Staff hit daycare child.

On 7/24/2024, Licensing Program Analyst (LPA), Loyce Phillips, conducted an unannounced visit for the purpose of delivering the findings on the above allegation. LPA was greeted by Owner/Director Margaret Pettis and toured the facility. LPA observed 11 children in care with 2 staff.

LPA conducted a full investigation that included interviews with staff, children, and parents. During interviews; parents stated the facility does not have a discipline policy to their knowledge. The parents also stated they do not have any concerns regarding the staff at the facility. The staff that were interviewed stated children are not discipline at the facility and staff do not hit children in care. Children stated teachers do not hit them and they feel safe at the facility. There were no disclosures made of staff hitting day care children.

Based on the evidence obtained and interviews conducted, the allegation mentioned above is deemed Unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegations may have happened or are valid, there is not a preponderance of evidence to prove that the alleged violations did or did not occur.

No deficiencies are being cited in accordance with Title 22 of the California Code of Regulations and/or Health & Safety Codes.

An exit interview was conducted, a copy of this report, appeals rights and a notice of site visit were discussed and provided to Owner/Director, Margaret Pettis.
