PERSONAL RIGHTS – Child complained of itching in private area. Pubic hair was observed and SART exam revealed that it belongs to a male.

On 05/20/2026, Licensing Program Analyst, LPA, Tyra Chavies, met with Licensee,Natasha Madison, for the purpose of delivering findings for a compliant investigation. LPA toured the facility, there were 5 infants beng cared for and supervised by 2 staff members.

On 06/23/2025, Investigator Michele Salant conducted a complaint investigation visit.

On 06/20/2025 The RO referred this case to Investigations Branch (IB), which was accepted and assigned to IB investigator, Michele Salant, to conduct a full investigation in reference to this allegation.

On 06/19/2025 El Segundo Child Care Regional Office (RO) received a complaint report alleging a personal rights violation

Based on information received, including DNA results, and interviews conducted by Investigator Michele Salant, the allegation of Personal Rights violation is deemed unsubstantiated. Meaning although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated.

No deficiencies were cited.

An exit interview was conducted with Licensee..

This report was reviewed and a copy along with Notice of Site visit was issued.

Notice of Site Visit (LIC 9213) must be posted for 30 days.
