On 10/10/2024, Licensing Program Analyst (LPA) Amelia Morales conducted an unannounced- Required 1 Year inspection to the above facility. The purpose of the inspection was to ensure that health, safety, and personal rights as required by Title 22 Regulations governing California Family Child Care Homes will be met by the Licensee. LPA met with Licensee Mahvash Rabie, who guided analyst on a tour of the home, an entrance checklist was provided. Licensee states that there are currently 4 children enrolled. The children’s roster was reviewed and is current. There were 3 day care children present during today’s inspection, of which 3 are infants. Per licensee, the facilities hours of operation are Monday through Thursday from 8:30 to 4:30 and Friday from 8:30 to 2:00 PM. This is a two story home which consist: of 3 bedrooms, 3 bathrooms, kitchen, dining room, living room, garage (attached unit), front yard, driveway and backyard(fenced).

Per Licensee, areas that are accessible to children include: kitchen, laundry room, bedroom #1 (classroom). The bathroom that children use is located as you walk in the front door the first door to your left, and was observed to be clean and free of hazards. Sleeping area for infants was observed in bedroom #1 (classroom).

Per Licensee, areas off limits to children include: front yard, backyard, dining room, living room, bedroom #2 and bedroom #3 upstairs, bathroom #2 located in the hallway(locked), bathroom #3 backyard and driveway. It should be noted that the garage (playroom) was once accessible to the children in care. However, when LPA was guided on a tour of the outside there were two other adults present in the garage. LPA asked if they lived in the garage one adult confirmed they do live there/ rent the back. Per Licensee they now rent the garage out, and is no longer accessible to the children in care. Licensee was able to provide proof of separate address.

Licensee  was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA observed the following: the home is clean and orderly. There were age-appropriate toys and play items. Licensee was informed that baby-walkers, bouncers, jumpers, and other prohibited items will not be used for children in care. There were sufficient play yards present in the bedroom #1 (classroom) for each infant. Per Licensee the fitted sheets are washed daily at the end of the day.

All electrical outlets have safety covers. Safety gates are installed at the top and bottom of the stairwell leading from floor 1 and floor 2. Detergents, cleaning compounds, medications, and other items which can pose a danger to children are inaccessible. The Licensee states that there are no poisons in the home.  The Licensee does understand that poison must be locked with a key or combination lock.

Kitchen cabinets and drawers were observed with a locking mechanism. The stove, refrigerator, sink and counter space area were observed and inspected. Knives and sharp objects observed to be made inaccessible to the children in care. Food is provided by Licensee. Food preparation areas were toured for safety, cleanliness and proper equipment.  Per the licensee, there are no weapons or firearms on the premise.

Per licensee, there are (no) pets and LPA did (not) observe any pets at the time of visit.  Per Licensee, isolation area for sick children is in the corner of the kitchen. Smoke/carbon monoxide detector was observed  bedroom # 1(classroom), tested and found to be operable. The home is equipped with a first aid kit. The required (2A10BC) fire extinguisher was observed in the laundry room and is inoperable. Per licensee they have not purchased, or serviced the fire extinguisher in 4 years.

Per Licensee the children will not utilize the back/side yard to play

Each family child care home shall conduct fire drills and disaster drills at least once every six months. The Licensee shall document the drills, including the date and time of each drill. This documentation shall be kept at the family child care home. Disaster drill log was available during today’s inspection, last disaster drill was conducted on 8/25/2024. LPA observed Licensees current  Pediatric CPR (Adult/Infant /Child) and Pediatric First Aid certifications (expires 4/1/2025) and Licensee's Mandated Reporter Training certifications is currently not on file.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at
https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and­resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility provides Incidental Medical Services - IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children's, personnel, and administrative records. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the Licensee Mahvash Rabie , confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

A notice of site visit was given and must remain posted for 30 days.
