25 | On 9/8/2022, Licensing Program Analyst (LPA) Loyce Phillips, conducted a case management deficiencies visit. LPA met with Director, Ashley Gale and toured the facility and took a census of the children. This is a combination center with infant program (197419836) and school age (197419838). Upon arrival, there were 70 Preschool children in care with 14 staff and 36 infants/toddlers with 15 staff.
LPA explained to director the ESRO received testing results from the Environmental Laboratory Accreditation Program (ELAP) lab and the Action Level Exceedance (ALE) was over 5 parts per billion. This is an immediate health and safety risk to children in care, therefore a citation will be issued.
Director stated all lower water fountains located outdoors have been out of order and not in use since March 2020 due to COVID-19. Staff has covered the fountain which has the ALE and placed an out of order sign above the fountain. LPA observed the water fountain located outdoors between room B1/1348 and B2/1356. LPA took photos of the water fountain in operable. Director informed LPA that children drink water from an alternative water source and filter through a Brita Pitcher. The water pitcher is available for children indoors and outdoors.
Director stated the facility has already created a Plan of Correction, all parents have been notified of ALE and the results have been posted for the public and parents. Director provided LPA with the facility Plan of Correction and Parent notification letter.
LPA provided Director with a copy of PIN 21-21-CCP, Lead Testing In Child Care Centers Frequently Asked Questions and LIC 9276 Child care Center Sampling Checklist Form.
