Licensing Program Manager (LPM) Rita Ramos and Licensing Program Analyst (LPA) Lilia Hernandez conducted an announced capacity increase inspection on 10/30/2023. LPM and LPA arrived at 9:40AM and met with Jose Velasquez, Principal, who assisted LPM and LPA with touring the facility.

This is a Pre-School Program which consists of 1 classroom; Rm 1 that is currently licensed for 24 children.

The facility is requesting a capacity increase of an additional 24 which totals 48 children. The capacity increase includes the use of indoor space Room 2 and the use of an outdoor space identified as the Sensory Area. The licensee submitted a waiver request for the outdoor space to share the yard with Transitional Kindergarten (TK) and Universal TK classrooms with the use of a staggered schedule in place.

This program will serve children ages, 2 years to 5 years. This program will operate Monday - Friday 7:30 AM - 3:30 PM.

There were 17 children and 3 staff present when LPM and LPA arrived. The facility was observed to be within the license capacity and limitations.

All areas identified on the facility sketch were toured both indoors and outdoors; measurements were taken.

Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. Children have their own space to store their belongings. Room 2 has a hanging system in a classroom cabinet. LPA reminded staff that children’s personal belongings should not touch while stored. Mats and linens are provided for each child enrolled. Linens are washed weekly by school district. ---Page 1 of 4

Age-appropriate sinks and toilets were observed and inspected for availability and good repair. LPM and LPA observed that Room 1 and Room 2 have 2 toilets and 2 sinks located in between the classrooms. The licensee requested a waiver for the use of restrooms.

Per Principal, there is a boys and girls restroom located down the corridor pass the library in which children can use. Per Principal, preschool staff will ensure that no school-age child is in the restroom prior to preschool children utilizing the restrooms. Preschool children will be supervised by preschool staff at all times.

LPA observed that facility has a carbon monoxide detector, smoke detector, and a serviced fire extinguisher.

Disinfectants, cleaning solutions, and other items that are dangerous to children, are inaccessible to children and stored in a closet. Principal states that poisons are locked in the hopper room.

This program provides breakfast and lunch. A weekly menu was available and posted.

Per Principal, meals are prepared in the cafeteria and carted over to classroom by staff. Children have all their meals in the classroom.

All kitchen areas/food preparation areas and food storage areas were observed to be clean and are free of litter, rubbish, rodents, and/or any other vermin. All storage containers for solid waste, including moveable bins shall have tight-fitting covers that are kept on, and in good repair. Trash cans used to discard food have tight fitting lids. The facility was observed to be free of flies, other insects and rodents.

Outdoor playground equipment is in a safe condition, free of sharp, loose or pointed parts. LPM and LPA advised Principal that the children need to be within the direct care and supervision, including visual supervision of the teacher(s) at all times. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, slides, and similar equipment are cushioned with material that absorbs a fall. LPM and LPA observed a section of the cushioned patting to be torn near the exit of the slide that could become a tripping hazard. There is adequate shade in the play yard. Availability of outdoor drinking water was observed.

LPM and LPA did not observe any bodies of water on the premises. ---Page 2 of 4

Applicants state that medication will be stored in the cabinet in the nurse office. First aid kits are available in each classroom and were observed to contain the required first-aid supplies.

The nurse office will be used as an ill/isolation area. Ill children will use the staff restroom across from this room, also there is a cot available for children to rest if needed. This room was observed to be conducive for children's use at this time.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. LPA reviewed with Principal the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Principal was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.

Based on measurements taken during today’s visit, Room 2 has space for 24 children. Measurements for the apparatus outdoor yard has space for 196 and space in the sensory outdoor yard is enough for 40 children. --- Page 3 of 4
