On December 2, 2025, Licensing Program Analyst (LPA), Ali conducted an unannounced complaint findings inspection to All My Children Learning Institute. LPA met with facility representative who granted access. The purpose of the inspection was to present findings from complaint investigation (9/17/25) regarding the above allegations. LPA discussed the allegation details with facility representative. LPA observed 2 Staff and 5 preschool day care children.

The investigation consisted of interviews with the licensee, children, and other relevant parties. The investigation revealed inconsistent statements with allegations #1 staff restrain child in highchair for an extended period of time; allegation #2 staff do not prevent children from harming other children; allegation #3 staff do not change child’s soiled diaper in a timely manner; allegation #4 staff do not provide water to children during outside play; allegation #5 staff handled child in an inappropriate manner; allegation #6 staff do not keep the facility clean and sanitary; allegation #7 unqualified staff are supervising children.

The licensee denied the allegations and no witness observed the above allegations. The allegations could not be corroborated. Therefore, all of the allegations are to be found unsubstantiated.

A finding that the complaint is unsubstantiated means that although the allegations may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged occurred. However, should additional information be provided then this complaint can be reassessed.

An exit interview was conducted, the report was read, and a copy of this report was left with the facility representative with notice of the site visit and appeal rights. Failure to maintain posting of the Notice of Site Visit for thirty (30) consecutive days will result in a $100 Civil Penalty.
