On 09/14/2023, Licensing Program Analysts (LPAs) Suzette Ornelasand Joe Katrdzhyan conducted an unannounced visit for the purpose of delivering the findings for the above-mentioned allegations. The complaint investigation was conducted by Investigations Branch (IB) Investigator Ryan Miles.

LPAs Ornelas met with Director, MOON, YOUNGSUN. LPAs toured the facility and observed 37 children in care being supervised by 7 staff.

Throughout the course of the investigation, the IB investigator conducted an interview with one child.
-Pertaining to the allegation that “Staff member inappropriately touched day care child's buttocks”: According to Child 1 (C1), none of the teachers who teach at the preschool ever said inappropriate comments or touched C1 inappropriately, which C1 referred to by the statement, “did not do anything wrong to me.” C1 stated, “the teachers are nice and helpful…the teachers have never bad mouth or talked down on me…the teachers never did anything or touched with my butt” (buttocks).

C1 did not know what the term “private parts” meant, but was able to identify the term “private parts” as penis is in the front and the back as “butt.” C1 denied any of the teachers touched C1 inappropriately.

Based on the evidence as documented above, the allegations have been determined to be Unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the allegation occurred.

A notice of site visit was given and must remain posted for 30 days.
