On 7/18/2023 at 10am, Licensing Program Analyst (LPA), V. Wheatley conducted an inspection regarding the above allegation. LPA met with Director Gabriela Garcia upon arrival and later with the Area Director Ms. Randolf.

On 5/3/23, LPA Wheatley learned about an incident that was brought to the staff attention in regards to two children enrolled. Although the staff denied the incident occurred, the incident was supposed to be reported to the Department. The allegation for not reporting is substanitated based on information obtained by the reporting party and staff. This is required according to Title 22 Reguatlion. The staff submitted a copy of the report to Community Care Licensing Division.

A substantiated finding means that the complaint is substantiated and the allegation is valid because the preponderance of the evidence standard has been met.

101212 - Reporting Requirements
Upon the occurrence, during the operation of the child care center of any of the events specified in (d)(1) below, a report shall be made to the Department by telephone or fax within the Department's next working day and during its normal business hours. In addition, a written report containing the information specified in (d)(2) below shall be submitted to the Department within seven days following the occurrence of such event.(C)or safety of any child.

This was evidenced by: An allegation was called into the Department regarding inappropriate behavior between two children. Although the staff denied the allegation, the report must be made to the Department. This is a potential risk to the heatlh and safety of children in care.

On 7/18/2023 at 10am, Licensing Program Analyst (LPA), V. Wheatley conducted an inspection regarding the above allegation and to complete the investigation. LPA met with Director Gabriela Garcia upon arrival and later with the Area Director Ms. Randolph.

On 5/3/23, LPA met with Reema Prasada who called the CEO Darren Jones. LPA Wheatley spoke to Mr. Jones regarding an incident that occurred with a parent and child enrolled. A complaint was called in about inappropriate behavior between two children. Mr. Jones stated he conducted his own investigation. LPA met with area Director Ms.Randolph and interviewed Staff #1, #2, #3, and #4. LPA was provided copies of Case Notes which are like declarations. LPA received a copy of the children's roster.

On today, LPA interviewed several children. Based on information obtained and interviews which were conducted the allegation is Unsubstantiated. An unsubstantiated finding means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred.
