On November 18, 2021 at 9:04AM, Licensing Program Analyst (LPA) Brigitte Tsutaoka conducted an unannounced complaint inspection on the above allegation. LPA disclosed the purpose of inspection and was granted entry by Director Ana Garcia. Upon entry, LPA counted 1 child in care. At 3:30PM, the after school program arrived with a total of 22 children in attendance with 3 staff on association list.
During investigation, LPA interviewed staff and children. Children disclosed they wear masks at all times while at the facility, but are not required to wear the masks at home or outside. Staff stated children are required to wear masks at all times except during meal times. LPA observed children wearing masks during this inspection and throughout the course of the investigation.
Based on evidence obtained and interviews conducted, the above allegation is deemed Unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation did or did not occur. An exit interview was conducted, this Report, Appeal Rights, and Notice of Site Visit were provided to Director.
