On 04/15/2026 Licensing Program Analyst (LPA) Doris Whitmore arrived at the facility for the purpose of investigating the above-mentioned allegations. Upon arrival, LPA met with the Director of Early Education Joanna Clifton and discussed the purpose of the visit. LPA toured the facility and observed 31 children in care with 12 staff members providing care and supervision. LPA conducted staff and children’s interviews. LPA conducted observations. The following documents were obtained Children’s Facility Roster, Personnel Report, & Custodial Schedule. After conducting the investigation which included interviews and observations. The allegations need further investigation.
On 05/14/2026 at 8:30 a.m. Licensing Program Analyst (LPA) Doris Whitmore conducted an unannounced complaint investigation and met with the Director of Early Education Joanna Clifton. LPA toured the facility indoors and outdoors and observed a total of 30 children supervised by a total of 12 staff. LPA reviewed the Inglewood Unified School District CDC Work Order Binder. Classroom observations were conducted at the time of the investigation. The documents that were obtained were My Maintenance Request.

parties,observations and other agencies, as well as a record review which included documentation related to the allegations. LPA did not observe nor was information provided via interviews that provided sufficient evidence to substantiate the allegations of Personal Rights- Staff did not ensure children are observed for cold like symptoms during drop off. LPA observed parents signing children in and temperatures taken before children would enter the classrooms. Physical Plant- Facility is in disrepair, LPA reviewed the Work order binder of all the dates when the work was done and completed. Physical Plant - Staff does not ensure facility is kept in clean sanitary conditions. LPA observed clean restrooms and janitors cleaning on site at the facility.

Therefore, the allegations are deemed unsubstantiated. Meaning, although the allegations may have happened or are valid, there is not a preponderance of evidence to prove that the alleged violations occurred. No deficiencies cited.
An exit interview was conducted, copy of this report was reviewed and issued along with appeal rights and Notice of Site Visit. Notice of Site Visit is required to be posted for 30 days.
