On 09/01/2023 at 11:18 AM Licensing Program Analyst (LPA)Katrina Chicote conducted an Unannounced Required – 1 Year inspection to the above facility. Upon arrival, LPA disclosed the purpose of the inspection and met with Licensee, Nancy Montero, who guided the LPA on a tour of the facility both indoors and outdoors including off limits areas. Adults in the home were discussed and all have criminal record clearance. Also present was Licensee's Husband. There were no day care children present during today’s inspection. Per Licensee, she has just returned from vacation and she is cleaning the facility in preparation for the children's return on Tuesday, 09/03/2023. LPA observed Licensee cleaning the home during inspection. Licensee states that there are currently five children enrolled. LIC 126 was provided to Licensee during inspection. The children's roster was reviewed and is current. Required postings were observed on Parent Board upon entry of the home. Disaster drill log was also available during today’s inspection, last disaster drill conducted on 07/10/2023.

This is a single-story home which consists of three bedrooms and two bathrooms, Kitchen, Day Care Room, Laundry/Office, and detached garage. Areas used by the children include the Day Care Room (located upon entry of the home), Bedroom 1 as Infant Room (located to the right through hallway), and Bathroom 1 (located to the right of the home down hallway next to Infant Room). Per Licensee, areas off limits to children and parents include Bedroom 2, and entire rear area of home which includes Kitchen, Bedroom 3, Bathroom 2, and Laundry/Office. LPA observed that there is an operable baby gate separating areas used by children and off-limits areas and door to Bedroom 2 to be locked at time of inspection.

All areas identified on the facility sketch as accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for the safety of the children. At 11:20 AM, LPA observed Day Care Room to have open shelves filled with various age appropriate toys for building, manipulatives, dramatic play, and art materials available that were well maintained. Licensee states Day Care Room is also used for napping. At 11:21 AM, LPA observed a wall heater that is barricaded at time of inspection. There is a working telephone maintained in the home. At 11:22 AM, LPA observed Bathroom 1 to have adequate handwashing

and toileting supplies, operable child safety lock on under cabinet sink, medicine cabinet to be free of hazards, and to have general area safety and sanitation. At 11:23 AM, LPA observed Infant Room to have soft flooring, diaper changing table, and mats available for children. LPA observed closet in Infant Room to store additional daycare supplies. Detergents, cleaning compounds, medications, and other items which can pose a danger to are inaccessible. At 11:50 AM, LPA observed sharp knives, cleaning compounds, and detergents in Kitchen cabinets and drawers all with operable child safety locks at time of inspection. The Licensee was advised that inaccessibility of hazards must be constantly reassessed depending on the children in care.

Per Licensee, the children will have access to backyard for outdoor play. At 11:28 AM, LPA observed backyard has turf grass and adequate perimeter fencing through-out the yard. LPA observed detached garage in backyard to be locked making it off limits at time of inspection. LPA observed ride along toys, various plastic dramatic play toys, and other age appropriate toys free of loose and sharp parts available for the children in the backyard and all trees, shrubs, and plants are maintained at time of inspection. LPA observed a vehicle parked in backyard at time of inspection which Licensee states is only there temporarily as she cleans the facility.

Per Licensee, they provide food for children in care and use Day Care Room for eating. Per Licensee isolation area for sick children will be an area of the home that is not being used by children.

LPA did not observe any pets at time of inspection and Licensee confirms she has no pets. Per Licensee, there are no weapons, firearms in the home and there are no bodies of water around the premises. LPA observation did not see any bodies of water around the premises or firearms/weapons at time of inspection.

At 11:31 AM, LPA observed the valve on the required 2A 10BC fire extinguisher indicates fully charged with proof purchase receipt for 01/08/2023. At 11:56 AM, LPA tested smoke and carbon monoxide detectors and observed to be in operable condition at time of inspection. LPA observed First Aid kept in Laundry/Office. The Licensee has current Pediatric First Aid and CPR valid until 05/2024. Proof of immunization against pertussis and measles and a declination for influenza was readily available during today’s inspection. The Licensee has taken the required AB1207 Mandated Reporter Training completed on 03/22/2022.

The following were discussed:
Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm

Licensee (or facility representative) was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Rooms that are off-limits need to be made inaccessible during operating hours. NO smoking, NO infant walkers, NO Johnny jumpers, NO saucer chairs, NO incline sleepers and any other item that falls into that category are permitted in the facility.

LPA discussed the safe sleep regulations with Licensee
and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

MyChildCarePlan.org – Centers and Family Child Care Homes Licensee [or facility representative] was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Megan’s Law - Family Child Care Homes

The facility was found in compliance per Title 22 regulations, there will be no deficiencies cited today.

A notice of site visit was given and must remain posted for 30 days.

Exit interview was conducted and report was reviewed with the Licensee, Nancy Montero.

During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
