On 10/31/2023 Licensing Program Analyst (LPA) Doris Whitmore made an unannounced visit for the purpose of conducting a required I year inspection. LPA met with Director Ana Wilford and toured the facility indoors and outdoors. LPA observed proper care and supervision during this inspection. LPA observed a total of 12 children and 4 staff present at the time of the inspection. All center staff that was present during today’s visit has criminal record clearances and are associated to the designated license number. LPA observed Teacher child ratios. The hours of operation are Monday- Friday from 6:00a.m.a.m. to 6:00p.m.. There is a total of 4 classrooms only 3 are currently being used.LPA observed all postings requirements for operation on the postings board LIC203A- License, LIC610A-Emergency Disaster Plan, LIC9148- Earthquake Preparedness Checklist, PUB394-Notification of Parents Rights Poster, LIC613A- Personal Rights, PUB-269- Car Seat Law, Menus, Activity Schedule, Roster. Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children. No poisons were accessible to children Licensee understands that all poisons are required to be locked.
LPA inspected the furniture and equipment for age appropriateness and good repair. Telephone service, heating, lighting, and ventilation were evaluated. Storage for children's belongings, isolation area was inspected. Age-appropriate sinks and toilets were inspected for availability, good repair, water temperature, toilet paper, paper towels, area safety and sanitation. All classrooms have trash can with tight lids, first aid supplies, smoke detectors; carbon monoxide/fire extinguishers were observed. LPA and Director tested Carbon Monoxide which was working properly. . The facility was observed to be free flies, other insects, and rodents. During the inspection LPA Whitmore observed one big black fan in the corner of one of the classrooms. Also there was a small black fan behind the big black fan. LPA called one child and the the child was at the level of the fan. Child was able to reach the fan to stick his fingers through it. LPA Whitmore asked the Director to remove the fan from the classroom. LPA Whitmore observed the fan being moved. LPA Whitmore discussed with the Director the importance of health and safety. Also to prevent any injuries.

from happening. LPA Whitmore observed a water dispenser at the entrance to the left where parents will sign their children in. Water is delivered every two weeks from Rocky Mountains. LPA observed another water dispenser in the classroom next to the kitchen. During outdoor activities the teachers take a gallon of water with cups. LPA was able to observed the fire drill log and menus that were posted on the board.
Napping equipment and bedding were inspected for good condition, appropriate storage, and cleanliness. Storage for children's belongings was inspected. Parents bring the blankets for their children. The facility provides the sheets. Parents take the blankets home every Friday and bring them back on Monday. The Sheets are washed once a week. First Aid Kits were located in the classrooms.

Outdoor area observed to be fenced. Outdoor areas have a green environmental screen around the fence. There is a large tree that provides adequate shading for children in care. Climbing structure, slides and apparatus equipment securely anchored and has cushioned with material that absorbs falls zone. Bikes were observed in good condition. LPA observed other educational materials were available for children to utilize. Play area observed free of miscellaneous debris or hazards and inaccessibility to bodies of water. LPA observed toys for the children and a hopscotch. LPA observed 5 chairs that were very rusty and the colors were faded. At the time of the inspection Licensee removed the chairs.LPA Whitmore shared with the licensee that it was time for some new ones. Licensee stated that she will order new chairs for the children.Licensee shared how the children are supervised Children’s roster was reviewed. Menus are posted in the classrooms, kitchen, and by the sign in sheets. LPA observed in the kitchen Snacks were checked for availability, quantity, and appropriateness to children in care. The facility provides breakfast, lunch , and snack. Currently there are no children with allergies. The isolation area is located in the office. LPA reviewed a total of 10 children files. The children files were completed. LPAWhitmore discussed with the Director about the importance of the Blue Immunization Record.

Children’s Records were reviewed for completeness; Inspection of required forms was made. LPA reviewed a total of 10 children files. all files had required documentation except the blue immunization card. LPA Whitmore shared with the Director about the Blue Immunization Card. All Children did have a copy of their Immunization record in their file. Staff records were reviewed all staff had a current mandated reported certificate. There were two staff with First Aid cards. LPA Whitmore only saw two files with transcripts. LPA Whitmore discussed with the Director about the transcripts. LPA Whitmore did read from the previous report that the director was given a copy of records to be maintained at the facility. There are two staff that does not have copies of there immunization records. LPA Whitmore did not observe any bodies of water or pets at the school.

LPA reminded that it is the facility responsibility to know the regulations as well as anyone who assists in providing care. Site supervisor was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.cdss.ca.gov. LPA also advised to read the Child Care quarterly updates every season as the come out to stay informed of any changes or updates to the regulations. LPA informed the Child Care Advocate Program (CCAP) provide many other helpful resources to the licensees and the public. Ana was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP) Facility does not use water for cooking or drinking.
LPA discussed the safe sleep regulations and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.
