On 4/9/26, Licensing Program Analyst (LPA) V. Wheatley conducted an inspection regarding the above allegations. LPA met with director Saba Shah and and toured the premises indoors and outdoors. LPA observed preschool children playing upon arrival and later eating lunch. The children were supervised within proper teacher -child ratios. LPA interviewed additional preschool staff.

On 4/2/26 , LPA V. Wheatley met with Director Saba Shah. LPA observed 31 children on the premises supervised properly. LPA interviewed 7 staff members. The allegation needed further investigation.

Based on LPA's observations and interviews which were conducted with staff, the preponderance of evidence standard has been met, therefore the above allegations are found to be Substantiated.
The facility is being cited a Type A deficiency according to California Code of Regulations Title 22 (See LIC 9099D report for deficiencies). Exit interview conducted. Notice of Site Visit will be posted for 30 Days. This report must be copied and given to all current parents and the parents of any child enrolling within the next 12 months. An exit interview conducted. A copy of the report was read and provided to the director. Appeal Rights were provided to the director.

Director shall submit a Plan of Correction to the Department by 4/10/26. The plan shall include the staff will watch the Personal Rights videos online. Also, a meeting with entire staff with an outside consultant by 5/4/26. In addition, an agenda will be sent with the topics as well as all staff will sign form acknowledging they attended and understand.

Based on evidence and requirement was not met, LPA Wheatley interviewed several staff members who have witnessed the children being yell at and spoken to in an inappropriate manner. Also, in regards to potty training, children have been spoken to in an inappropriate manner and made to feel uncomfortable or embarrassed. This is violation poses an immediate risk to the health & safety of children in care.

LPA observed preschool children playing upon arrival and later eating lunch. The children were supervised within proper teacher -child ratios. LPA interviewed preschool staff.

On 4/2/26 , LPA V. Wheatley met with Director Saba Shah. LPA interviewed serveral staff members.

Based on LPA observations and interviews which were conducted with staff, no information revealed that any children were handled in a rough manner by the yanking of their wrist or arm. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur; therefore, the allegation is UNSUBSTANTIATED.

An exit interview was conducted. A copy of this report and appeal rights were discussed and left with the Director Saba. A Notice of Site Visit was given and must remain posted for 30 days.
