On 4/11/2023 Licensing Program Analyst (LPA) Jillinda Chandler made an announced Case Management - Licensee Initiated inspection for Fox Child Development Center, for the purpose of adding a toddler option to the preschool program. A tour of the facility was provided by Lizbeth Torres Ruiz (director) Licensee plans to decrease the preschool program from 84 to 66 children ages 2 - 5 years, and add a toddler option of 12 children ages 18 months - 3 years of age. There are 3 class rooms dedicated to the preschoolers; rooms 400, 402 and 403. Toddler operations will be conducted in rooms 211 and 212 (one large room). All areas of the center were measured according to the provided facility sketch. There is granted fire clearance on file conducted by Man Sivaborvorn of the L.A. City Fire Department Institution Unit. Center has an infant program # 197493300 on the same campus.

The following measurements and observation were made:

Preschool classroom: 2203.22 divided by 35 sq. ft. = 62 children
Preschool outdoor activity space: 8466.53 divided by 75 sq. ft. = 112 children

Toddler classroom: 995.80 divided by 35 sq. ft. = 28 children
Toddler outdoor activity space: 1487.71 divided by 75 sq. ft. = 19 children

There were 8 sinks: 1 per 15 children = 120 children; and 11 toilets 1 per 15 children = 165 children. The restrooms toilets and sinks were age appropriate, LPA observed a changing table within arms distance reach of a sink, one in the toddler restroom and one in the adjoining restroom between rooms 400 and 402.

The classrooms were equipped with age appropriate furniture and toys
The outdoor activity areas were equipped with age appropriate toys and equipment.
Resilient cushioning under all climbing apparatus were found to be in good condition.
There was shading and benches for resting. LPA did not observe any hazardous conditions in these areas.

Applicant was reminded per Title 22, Section 20116.4 (1)(2)

(1) A child who is between 18 months and 36 months of age may participate in the toddler program with written permission from the child's authorized representative. No child in the toddler program shall be placed in the preschool program before the age of 30 months without written permission from the child's authorized representative.

(2)The toddler program shall be conducted in areas physically separate from those used by older or younger children. Space planning and usage for the toddler component shall be governed by the provisions of Section 101438.3. Plans to alternate use of outdoor play space must be approved by the Department.

Based on measurements and observations the center shall be recommended for a toddler option with a capacity of 12 toddlers, determined by the licensees request, and a preschool capacity of 62, determined by the indoor measurements.

An exit interview was conducted and the report was discussed and provided to director Lizbeth Torres Ruiz.
