On 11/14/25, Licensing Program Analysts (LPAs), Veronica Wheatley and Angela Luz met with Director Isis Broaster regarding the above allegation. LPAs toured the premises with the director Isis and observed school aged children inside three classrooms. LPAs observed 12 children in Classroom #1. LPAs observed four children in Classroom #2. LPAs observed 11 children in Classroom #3. LPAs were informed by staff that the children were in first, second and third grades. LPAs did not observe any preschool children on the premises. The licensee Darren Jones called on the telephone and stated the children present are enrolled under a Private School Affidavit for a private school. Mr. Jones declined to allow the Licensing Program Analysts to interview children or staff. The complaint required additional investigation.
Based on the investigation which included observations of children in care that appeared to be school age. The department was unable to collect further information that would have included child and staff interviews, due to the licensee declining the department’s request to review private school files. However, the licensee allowed LPAs to view the roster with the children's names, date of births and grade levels. The roster showed children ages 5.7 years old to 11 years old. LPAs did not observe any preschool aged children on the roster. The allegation for Personal Rights is Unsubstantiated. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove or disapprove the allegation, therefore the allegation is found to be Unsubstantiated.
An exit interview was conducted. A copy of the report was read and provided to the licensee and director. A copy of the appeal rights was discussed and left with the Director.
