On 08/11/2022 at 10am Licensing Program Analyst (LPA) Lisa Clayton met with licensee for an Announced Case Management Capacity Increase inspection. LPA Clayton was greeted by Licensee Maria London and toured the home for a health and safety inspection. Hours of operation are Monday through Friday, 6:00am to 6:00pm. Licensee will provide lunch, dinner and snacks.

The home is two story townhouse which consist of the following: 2 bedrooms, 1 full bath (all on the second floor) and ½ bath, living room, dining room, kitchen (all on the first floor) and fenced front yard. The home is neat and clean with heating and ventilation for safety and comfort. The Licensee stated the OFF-LIMIT AREAS are as follows: the entire second floor which is inaccessible by child safety gates, closed and/or locked doors and visual supervision. The Licensee stated the following rooms are ON-LIMITS: living, dining room, kitchen and ½ bath and fenced front yard. The ISOLATION AREA will be in the living room. Per Licensee, there are no firearms in the home. A copy of the lease was reviewed and shows control of property.

Any poisons, detergents/cleaning compounds, medication and hazardous items that can pose a danger to children are inaccessible. Per Licensee, children will nap on mats in the living room.

There are ample age appropriate toys that appear to be safe and in good condition. There are no pools, hot tubs or any other bodies of water on the premises.

On 05/24/2022 a fire clearance was granted to facility #197493477 by the Los Angeles Fire Department. LPA Clayton observed a Pull-down fire alarm in the living room on the wall near the staircase. All documents have been received for the increase of capacity application. California Law requires Family Child Care Home Licensees to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or electronic mail. Roster of the children must be properly maintained, and fire/disaster drill every six months must be documented. Please report Telephone number changes and/or if you move from home.

Update on Incidental Medical Services (IMS):

Currently, the facility does provide Incidental Medical Services. Licensee will send the IMS plan to the ESRO, Attn: LPA Clayton no later than Monday. Facilities that provide Incidental Medical Services (IMS) must identify those services in their facility’s Plan of Operation and submit an updated Plan of Operation to the Department. IMS Include: Blood-Glucose Monitoring for Diabetic Children, Administering Inhaled Medication, Administering Epinephrine Auto-Injectors, Glucagon Administration, Gastrostomy Tube Care (G-tube care), Insulin Injections Administration, Anti-Seizure Administration, and Emptying an Ileostomy Bag. Incidental Medical Services (IMS) policy was discussed. For further IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417.

LPA discussed with Licensee the process of childcare during a pandemic: facial coverings in day care, social distancing, hand washing hygiene, postings, and cleaning and disinfecting of surfaces and high traffic areas. Children should follow social distancing when indoors. LPA Clayton discussed isolation area with Licensee when children are sick. LPA discussed the importance and process of health screenings for children upon arrival to the facility. LPA also provided resources and materials as well as links for COVID-19 to assist the provider. LPA also discussed the proper way to clean and disinfect items used daily throughout the day care, by submerging toys in or spraying with disinfectant and allowing enough contact time prior to wiping down.

As of 08/11/2022, this home is recommended for an increase of capacity. There are no deficiencies cited today. The report will remain on file for three years. Exit interview was conducted, and the report was reviewed with Licensee Maria London

A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
