On 05/21/2026, LPA Dawn Dowling conducted an unannounced follow up complaint inspection for the purpose of delivering findings for the above--mentioned allegations. Upon arrival, LPA was greeted and let into the facility by Licensee, to whom the reason for the inspection was announced. LPA toured the facility and observed 9 day-care children and 2 staff.

During the investigation, LPA Dowling made observations, obtained documentation in the form of the Child Care Facility Roster, conducted interviews with three children, four parents and three staff in regard to the above allegations.

Pertaining to the allegation that "Staff hit day care children on their ears": The Reporting Party (RP) stated they heard from someone else that all the facility staff physically abuse the children by hitting them on their

ears, causing damage to one child's ear. Staff denied hitting children. Parents interviewed have no concerns regarding their children’s well-being and safety while at the family childcare home (FCCH). Parents stated that their children love the FCCH, are happy to go, sad when it is time to leave and are thriving at the FCCH. Of the children interviewed, one child disclosed that Licensee hits children on the legs.

On 05/14/2026, LPA observed provider using a patting motion on a child's legs to provide comfort or reassurance. Provider denies using any form of physical discipline or force.

Pertaining to the allegation that "Staff yell at day care children": RP stated that the staff frighten the children violently by yelling at them. Children interviewed made no disclosures. According to parents interviewed, there were no disclosures made that they heard adults yelling at children in the home when dropping off or picking up their children. Staff interviewed stated they do not raise their voices when speaking to children; indicating that they keep a soft, even tone and speak to children in a positive and nurturing manner.

On 05/01/2026 and 05/14/2026, LPA Dowling observed staff to be calm when speaking to children and observed that staff maintained calm and composure when children were being overly loud and fussy. One calming method used is a breathing technique with children in a circle, breathing in and out. LPA observed children to be happy, playing, and engaging with staff. LPA observed staff using appropriate communication and a calm tone with children; no yelling was heard at any time during visits.

Pertaining to the allegation that "Staff threaten day care children": RP stated that if children do not eat food quickly enough, staff will hit them on the cheek and threaten not to feed them the next meal. RP stated that if the children cry about this, the staff will hit them. RP stated that if a child gets upset at being hit or yelled at, the staff call the parents and say the child is sick and the parent needs to come and pick them up. Children interviewed made no disclosures. According to parents interviewed, there were no disclosures made of any concerns for their child’s safety and well-being. Parents indicated that the home is a loving, nurturing, positive environment for their children and expressed they have no concerns regarding discipline philosophy, as the licensee's philosophy is much like their own in talking to children and being positive. Parents indicated that they refer provider to friends, family, and that they have tremendous trust in the provider, as the provider treats children with love and respect.

When LPA conducted visits at the home on 05/01/2026 and 05/14/2026, children did not seem fearful of Licensee or staff; the children were openly affectionate to licensee and staff, seeking their attention, hugging staff and engaging with staff. LPA observed licensee and staff providing positive, gentle and respectful care to children in care.

Based on the evidence as documented above, these allegations have been determined to be Unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the allegation occurred.

No deficiencies are being cited in accordance with Title 22 of the California Code of Regulations and/or Health & Safety Codes.

A notice of site visit was given to Licensee Eileen Manoukian.
