13 | Licensing Program Analyst (LPA) Dayna Chambers conducted an unannounced complaint inspection on January 30, 2024. LPA arrived at the facility at 9:30AM and met with Lessie Wragss, licensee, for the purpose of delivering findings for the above allegations. LPA toured the facility with Lessie Wraggs. LPA observed 1 staff and 2 children in care upon arrival. During the investigation, LPA made observations, conducted interviews, and reviewed records. Information gathered from interviews did not provide corroborating information in regard to the allegation. LPA did not make any observations in regard to allegations at time of inspection. The anonymous reporting party was unable to be interviewed because they did not provide any contact information. LPA interviewed staff and two parents who did not provide evidence to corroborate the allegation that the provider or staff had violated a child's personal rights. LPA was unable to interview any eyewitness to the alleged violation. Per interviews, the Licensee’s discipline policy is to talk to the children and offer an alternate activity and when needed, speak with the parent regarding disciplinary issues. The allegation that staff spanked child is unsubstantiated. The allegation may have happened or is valid, but there is not a preponderance of the evidence to prove that the alleged violation occurred.
Appeal rights were provided and discussed with the facility representative.
A Notice of Site Visit (LIC 9213) was given and must remain posted for 30 days.
Exit interview was conducted and report was reviewed with licensee, Lessie Wraggs.
