On 4/24/2024, Licensing Program Analyst (LPA), Loyce Phillips, conducted an unannounced visit for the purpose of delivering the findings on the above allegation. LPA was greeted by Licensee Shahina Nasir and toured the facility. LPA observed 3 children in care with 1 staff.

LPA conducted a full investigation that included obtaining documentation, interviewing staff, parents and children and documenting observations. During children’s interviews, children stated staff has arrived late to their school during pick-ups. Children also stated they do not like when staff arrives late. LPA interviewed random parents. P4 expressed their child has been dropped off and picked up late once or twice at school. During staff interviews, S1 stated sometimes children are picked up 5 to 10 minutes late, but they let parents know that the facility staff will be running late. On 2/7/2024 parent of C1 and S1 had agreed C1 would be picked up at 2:00pm on 2/8/2024. S2 stated C1 was picked up at 2:30pm, instead of 2:00pm, due to miscommunication. C1 was not left unattended at school, but however was not picked-up on the agreed upon time between Licensee and parent leaving the child in a possible unsafe manner.

Therefore, the allegation that Licensee did not provide adequate transportation for the daycare children is deemed substantiated. A Substantiated finding means that the allegation is valid because the preponderance of the evidence standard has been met.

Deficiency is cited in accordance with Title 22 of the California Code of Regulations and/or Health & Safety Codes.

An exit interview was conducted, a copy of this report, appeals rights and a notice of site visit were discussed and provided to Licensee, Shahina Nasir.

Licensee will watch the video on Transporting Children and develop a written statement of understanding. Licensee will also create an agreement with parents on pick-up and drop times/dates and adhere to the written agreement.

Based on S1 interview statement children are picked up 5 to 10 minutes late sometimes. S2 stated C1 was picked up at 2:30pm, instead of 2:00pm on 2/8/2024. C1 was not left unattended at school, but not picked-up at the agreed upon time which poses a potential health, safety or personal rights risk to persons in care, if not corrected.
