Licensing Program Analyst (LPA) Franchesca White arrived at the above named facility for the purpose of an unannounced annual inspection. LPA White was greeted by Licensee Evelin Salazar, announced purpose of the visit, and was granted entry into the home. At the time of inspection there were 2 assistants present in the home. All have criminal record clearance. There were 11 day care children present during today’s inspection, ten (10) preschoolers and 1 (infant). Licensee states that there are currently 11 children enrolled. The children's roster was reviewed and is current. Per Licensee, the facility’s hours of operation are from 7:00 am to 4:30 pm, Monday through Friday. Emergency Disaster Plan, License, and Parents’ Rights were posted at the time of inspection. Disaster drill log was also available during today’s inspection, last disaster drill conducted on 11/29/2023. LPA observed sign in and out sheets at the entrance of the home near the parent board.

This is a two-story home which consists of three bedrooms and two bathrooms, kitchen, dining room, living room, guest house and backyard. Areas used by the children include Living Room, Bedroom 1, Bathroom 1, Dining Room (used only for eating), and backyard. Per Licensee, areas off limits to children and parents include Bedroom 2, Bedroom 3, Bathroom 2, Guest House, and Kitchen. LPA observed that there is a baby gate at the bottom of the stairs making upstairs area inaccessible to children in care. LPA observed retractable gate separating Kitchen from Dining Room where children will be eating. LPA observed off limit bedrooms and bathroom to be locked and signs posted on doors stating area is off limits to children and parents.

All areas identified on the facility sketch as accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for the safety of the children. There is a working telephone maintained in the home. LPA observed Bathroom 1, located down a hallway to the left of the home.

LPA observed operable child safety locks on the under cabinet sink, changing table, and hand washing posters posted in the bathroom. LPA observed age-appropriate toys, free of loose and sharp parts Bedroom 1. Licensee states there are one dog in the home that is kept separate from the kids during daycare hours. LPA observed dog behind a gate by the guest house. Licensee states cleaning compounds, medications, and other items which can pose a danger to children are inaccessible. Licensee states these items are kept in a child proof cabinet in the hallway. The Licensee states that there are no poisons in the home. The Licensee does understand that poison must be locked with a key or combination lock.

Per Licensee, the outdoor play area is off limits today due to rainy weather conditions. Children have access to outdoor play area through a back door in Bedroom 1. LPA observed outdoor play area has concrete, turf grass, and adequate perimeter fencing through-out. LPA observed plastic storage shed that was locked. LPA observed sand box, wooden playhouse, ball pit area that has foam climbing apparatus. LPA observed small tables, chairs, and other age-appropriate toys free of loose and sharp parts available for the children in the backyard. LPA observed that all trees, shrubs, and plants are maintained at time of inspection.

Per Licensee, there are no weapons, firearms in the home and there are no bodies of water around the premises. Per licensee, they provide food for children in care.

LPA observed fire extinguisher in hallway before Bedroom 1 indicating fully charged. Smoke and carbon monoxide detectors are in operable condition. Per Licensee, First Aid kit is kept in Bathroom 1, one in outdoor play area, and backpack kit. The Licensee has current Pediatric First Aid and CPR. Proof of immunization against influenza, pertussis, and measles was readily available during today’s inspection. The Licensee has also taken the Mandated Reporter Training

Criminal Record Clearance

Licensee Evelin Salazar was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Licensee Evelin Salazar was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Evelin Salazar , confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

Based on observation, review of records, and interview there will be no deficiencies sited today during this inspection.

A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with the licensee Evelin Salazar. A copy of the report and Appeal rights were given.
