A full investigation was conducted which included observations and interviews. The information received did not reveal evidence that personal rights or license violations occurred. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the above alleged violations did or did not occur, therefore the allegations are found to be unsubstantiated.
