On 12/09/2025, Licensing Program Analyst (LPA) Adrian Risher conducted a subsequent complaint visit regarding the above-mentioned allegations to deliver the findings. Upon arrival, LPA met with Toni Hayes, Licensee. LPA explained the purpose of the inspection. LPA observed 14 children in care with 2 assistants.

On 11/03/2025, ESCCRO received a complaint with the following allegations: Uncleared adult(s) providing care and supervision to daycare children and Licensee does not live in the home. Information was reported that an uncleared adult was left alone with 7 children. The licensee may not be residing at the daycare home.

On 11/10/2025, LPA Risher conducted the initial complaint visit. LPA Risher received a copy of the roster and interviewed the Licensee.

On 12/05/2025, LPA Risher conducted a follow up interview with Licensee and interviewed Staff 1.

Licensee provided the names of the individuals that work at the daycare. Licensee stated she also has teenage employees who work at the facility thru the Watts Labor Community Action Committee. Licensee confirmed that the adults that work at the daycare have completed a Livescan and they are associated to the facility. Staff and children provided the names of the assistants that work at the daycare. LPA confirmed the names of the adults that the staff and children identified have a criminal record clearance on file.

Licensee confirmed that she lives in the home. Licensee reported her husband resides at a different address that she visits frequently. Staff stated the licensee does live in the home. Children stated the licensee has more than one home but she lives at the daycare.

Based on interviews and observations, there is insufficient evidence regarding the allegations of Criminal Record Clearance and License. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the above alleged violations did or did not occur, therefore the allegations are found to be unsubstantiated. LPA confirmed that the adults who work at the daycare have a criminal record clearance on file. LPA confirmed that the licensee does lives in the family child care home.

Exit interview was conducted and a copy of the report was provided. Appeal rights were reviewed and provided.
