On 07/12/2023 at 9:50 a.m. Licensing Program Analyst (LPA) Doris Whitmore conducted an unannounced Annual Inspection/ Increase in Capacity at the above facility to ensure that health and safety standards are being met as required by regulations, statutes, and requirements governing California family childcare homes according to Department Regulations and Safety Codes. LPA discussed the Capacity for a large. Upon arrival, LPA met with Licensee Gloria Norris. LPA explained the purpose of the inspection, and there were six children in care and two adults. Days of operation are Monday through Friday from 8:00 a.m. to 5:00 p.m.

LPA toured the home inside and outside. The areas identified on the facility sketch were inspected. Licensee provides breakfast, lunch, and snack for the children in care. Licensee confirmed the areas that are off limits to the children in care. Bedroom one is used for additional napping area. Bedroom#2 is where the infants sleep. All other rooms are off limits and made inaccessible using a safety gate. There is an open face heater located in the living room that is barricaded.

The following was observed and discussed with the Licensee during the inspection


Home is a one-story dwelling that includes the following:

· 1 Kitchen-off limits
· 1 Back Yard
· 1 detached garage-off limits
· 2 Bathrooms- one off limits

2. Home is neat and clean.

4. Home is equipped with a fully charged working fire extinguisher that is a 2-A:10 B:C
5. Home is equipped with a working smoke alarm and a carbon monoxide detector that were tested

7. All poisons are locked (No poisons were observed)
8. Hazardous materials are kept out of the reach of children (inaccessible):
9. According to the licensee, there are no weapons or firearms at the home. None were observed by LPA.
10. No bodies of water were observed during the inspection.
11. Toys and playthings are safe, clean, and appropriate for the age of the children.
12. Licensee agrees that no babywalkers, bouncers, jumpers, and similar items will be used for children in care and are kept inaccessible.
13. No Firearms or pets in the home
14. The home is equipped with a first aid kit.
Licensee was reminded of their responsibility to report suspected child abuse. Mandatory Forms for the children’s files and provider’s files were discussed. Licensee was referred to LIC 311D: Records to Be Maintained at The Facility - Family Child Care Home.

Licensee ensures that children in care are always supervised and is aware children shall not be left in parked vehicles. Car seats are used for transportation purposes only and are not used for sleeping children. The outdoor play area in the backyard is fenced and there are no hazards to children present. Capacity as specified on the license is being maintained.

LPA reviewed a sample of five children’s files and observed files were complete with emergency information as required. LPA reviewed three staff files. All staff are current on First Aid and Mandated Reporter Training. First Aid to renewal date 04/2025. Mandated Reporter Training expires 01/19/2024.

Licensee Gloria Norris was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee Gloria Norris and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe sleep as an additional resource. LPA also informed licensee Gloria Norris of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee Gloria Norris was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the LICENSEE Gloria Norris, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

A notice of site visit was given and must remain posted for 30 days.
