Licensing Program Analyst (LPA) Franchesca White (F. White) and Keneisha Dunlap (K.Dunlap) arrived at the above facility for the purpose of an unannounced Random/Annual Inspection. LPA White announced the purpose of the visit and was granted entry into the facility by Licensee Terri Fuller. There are 25 children enrolled. There were 8 preschoolers, and one infant at the time of inspection. There was an assistant present at the time of inspection. All residents in the home were discussed and have criminal background clearance. Parent Board was observed to have License, Emergency Disaster Plan, Diaster Drill Log was posted with the most recent drill conducted on May 6, 2024. The facility roster was available during today's inspection, and was current.

This facility is a one-story home that consists of three bedrooms, two bathrooms, kitchen, living room, dinning room, and front yard (gated). Areas that are accessible to children and identified on the facility sketch were inspected by LPAs F. White and K. Dunlap ; living room, dining room, bathroom 1, daycare room and front yard. Areas off limits to children include- master bedroom, kitchen, office room and bedroom #2 and backyard. At 10:00 a.m., LPAs observed a baby gate separating the daycare room and living/dining room. The Daycare room was observed to have academic posters on the wall, table and chairs for the children, adult size chair, soft toys, blocks, legos, and other age - appropriate manipulatives available to the children in care. First aid kit is mounted in the daycare classroom. Per Licensee, the area used for isolation is a sitting space in the living room. If severely ill, children have a sitting space in the play area outside, and staff provide visual supervision until children are picked up.

At 10:15 a.m., LPAs observed Bathroom 1 to have hand washing items, toilet paper, working sink and toilet. LPAs did not observe any floor hazards, or chemicals at the time of inspection.

The following were discussed:

Criminal Record Clearance

Licensee Terri Fuller was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee Terri Fuller was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Terri Fuller confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

Based on Title 22, observations, interview and record review, there are no deficiencies being cited today.

A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with the licensee Terri Fuller. A copy of the report and Appeal rights, and notice of site visit were given.

At 10:20 LPA's observed outdoor play area to have three activity benches, and a dramatic play table. Outside perimeter of play area is completely fenced by iron remote gate. Side walk ways are made inaccessible to children in care by iron locked gates. Backyard off limits area was observed to have a above - ground jacuzzi, that LPA's observed to be covered and locked

At 10:30 a.m. LPA's observed the kitchen to have cabinets with child proof locks, knives are stored and made inaccessible by being placed in a cabinet with a child safety lock on it.

At 10:35 a.m. LPA's observed life saving devices such as the Carbon Monoxide detector located in the day care room to be operable at the time of inspection. The smoke detector located in front of the entrance into the day care room to be operable at the time of inspection. The 3A 10BC fully charged fire extinguisher with a service date of August 22, 2023 is located in the kitchen.

At 10:45 a.m., LPA's observed staff and children's files to have a all department required documentation up to date, and available during today's inspection. Licensee had the following documents in file:
  • CPR/First Aid - January 20, 2026
  • Mandated Reporter Training: 2/16/24
  • Immunization records were current
