On 10/30/2024 Licensing Program Analyst (LPA) Lisa Clayton arrived at the FCCH unannounced. LPA Clayton was greeted by Licensee Aime Ocampo. LPA Clayton observed 9 children in care, being supervised appropriately by 3 fingerprint cleared staff.

LPA Clayton toured the facility outside and inside for a Health and Safety inspection and received a copy of the Child Care Facility roster.

During the inspection LPA Clayton observed 4 infants ages 9 months – 1 year sleeping in the nap room with the door closed. LPA Clayton reminded Licensee of the Safe Sleep regulation which states that the door to the room where infants are sleeping shall remain open at all times and the provider is to have the ability to observe the infant without moving the door.

Per Title 22, Division 12, Chapter 3, of the California Code of Regulations for Infant Safe Sleep 102425 (5) (A), deficiencies are being cited (see LIC 809D).

Licensee will provide parents of currently enrolled children and parents of children enrolled over the next 12 months copies of the Licensing Report containing the Type A violation and maintain a signed LIC 9224 the above-mentioned children’s files.

Infant Safe Sleep (5) If the infant is sleeping in a separate room from where the provider is stationed, the door to the room the infant is sleeping in shall remain open at all times. (A) The provider shall be able to visually observe the infant without moving the door.

Licensee will ensure that the nap room door remains open so that she and her staff can see the children without moving the door. LPA Clayton provided a copy of the Safe Sleep regulation for licensee review and reference.

This requirement was not met by LPA Claytons observation of 4 infants ages 9 months – 1 year sleeping in the nap room with the door closed, which poses an immediate Health and Safety risk to children in care.
