On 11/7/24 Licensing Program Analyst (LPA) Portia Bowden conducted an unannounced Annual Inspection at the above facility. At 1:00 PM LPA met with Ashley Nunes, provided LIC 126 Entrance checklist, and was guided on a tour of the home. LPA observed 5 children in care napping including 2 infants. Per Licensee her children ages 1 and 4 are present in the home in an off limit bedroom. LPA advised Licensee Ashley that all children present under the age of 10 years old count towards her capacity. Also present in the home was Co Licensee Marva Nunes. LPA observed home to be in compliance with 3 infants and 4 children in care. Per licensee there are 14 children currently enrolled. Per licensee hours of operation are Monday – Saturday 24 hours. LPA reminded licensee that care may never exceed 23 hours. Per licensee there are no children in care requiring incidental medical services in care. Licensee provides breakfast, lunch, dinner, AM and PM Snack. Per licensee, transportation service to and from school is provided. Per licensee overnight care is not provided at this time. LPA observed all appropriate documents on licensing board (Facility License (LIC 203), Emergency Disaster Plan (LIC610a), last fire drill conducted 10/8/24, Notification of Parents' Rights Poster (PUB 394), Child Care Facility Roster (LIC9040). LPA also observed Licensee Ashley’s current Pediatric CPR (Adult/Infant /Child) and Pediatric First Aid certifications expiration date of 10/2025 and licensee’s Ashley and Marva’s Mandated Reporter Certificates with expiration date of 2/25.

Individuals residing in the home have been discussed and noted. All adults present in the home have obtained a criminal record clearance or exemption. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. This is a one-story home consisting of three bedrooms, three bathrooms, living room, kitchen, daycare den, attached garage, and enclosed backyard. Per Licensee areas used by the children include the Den (Day care room) one bathroom, and enclosed backyard. Per Licensees, areas off limits to children and parents include: Three bedrooms (locked), two bathrooms, kitchen, living room. LPA observed baby gates in daycare den preventing access to off limit areas.

All poisons, Detergents, cleaning compounds are kept in the locked off limit laundry area adjacent to kitchen. LPA observed door to be locked making area inaccessible to children in care. Per licensee medication is stored in a locked off limit bathroom inaccessible to children in care. LPA observed a fully charged 3A40BC fire extinguisher with a stamp at the base of 2024 on the wall of the den (Daycare room). Per licensee she purchased fire extinguisher in Jan 2024 and was told at time of purchase that the stamp represented the year fire extinguisher was filled. Per Licensee she does not have the receipt and will purchase a new fire extinguisher. At 1:11 PM LPA observed a functioning smoke detector in the hallway. At 1:15PM LPA observed functioning carbon monoxide detector, located in the hallway. The home was observed to have central air and heating for safety and comfort. No Wall heaters were observed. LPA observed a large faux tree completely barricaded by baby gates and inaccessible to children in care in the daycare den. Per Licensee the tree is covering an inoperable wood burning fire place. The home maintains working telephone service via cell phone and landline. Per licensee there are no firearms on the premises.

Per licensee the den is the only daycare area. LPA observed adequate toys and age appropriate learning materials. LPA observed cubbies, highchairs, play kitchen, cots and 2 cribs. 2 Infant mattress were observed to be firm with tightly fitted sheets with no loose objects or bumpers hanging, or attached to the cribs. Per licensee all sheets and blankets are washed by Licensee weekly or as needed.

Kitchen area was observed to be clean and free of clutter and have no sharp objects or chemical compounds accessible to children in care. LPA observed kitchen knives to be stored in a kitchen drawer with a child safety lock. LPA reminded licensee that all outside food brought in by children should be dated and labeled with child’s name. Bathroom children use is located adjacent to the den (day care room) and was observed to be clean and free of hazards. Per licensee potty training is provided. LPA observed a changing table and children’s pottys in restroom.

Outdoor play area in the backyard is fully enclosed with no hazards present to children. LPA observed age appropriate toys and artificial turf for cushioning. LPA observed no bodies of water.

Staff records were reviewed and observed to be complete. LPA reviewed 5 children’s file all were observed to be complete. Per licensee she will obtain records from parent and submit to LPA via email.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, Licensee Ashley Nunes confirmed there are no Registered Sex Offenders living in the home. LPA completed the RSO profile in FAS.

No deficiencies were observed during today’s inspection.
