On 3/21/2023 Licensing Program Analyst (LPA) Judy Laureano conducted an unannounced Annual Required Inspection at EMUNAH Hebrew Academy located on 1518 S. Robertson Blvd. Los Angeles, CA 90035. LPA was greeted by Sara Yasharpour, facility director. LPA toured the facility both indoors and outdoors and a census was taken.

The following was observed during the initial inspection, 68 children with 14 staff members providing care and supervision.

Facility operates Monday through Thursday, 8:00 a.m. to 3:00 pm and Friday 8 am to 1:00 pm. Facility is licensed to serve a total capacity of 117 children.


Preschool capacity is 87 preschool children ages 3 years old through 6 years old. Toddler capacity of 30 children ages 18 months to 36 months.

Outdoor waiver is on file- There shall be no more than 15 children enrolled in the toddler option component in the Toddler outdoor play area (1st floor play yard) at same time and no more than 21 children enrolled in the Preschool component in the Preschool outdoor play area (2nd floor play yard) at the same time. No preschool or Toddler children shall be outside on the outdoor play area without direct visual supervision be qualified staff.
There is no swimming pool or other bodies of water on the premises. There are no firearms or ammunition allowed or stored on the premises.

Medications are made inaccessible and stored in director’s office. Director’s office is designated as OFF LIMITS and door remains closed. Director’s office is located in the 1st floor and school secretary is located in the 3rd floor.

Teachers do the day to day cleaning in the classroom. Disinfectants, cleaning solutions and other hazardous items are made inaccessible in the kitchen area and maintenance closets- area all designated as OFF LIMITS to the children in care.

Furniture and equipment are in good condition, free of sharp, loose or pointed parts. Playground equipment is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards.

All toilets and handwashing facilities are in safe and sanitary operating condition. Floors in the facility are clean and safe. All kitchen, food preparation and storage areas are clean, free of litter/rubbish and free of rodents/vermin. Facility has a designated individual to come and clean and disinfect daily after hours.

Facility does not provide meals and snacks, they contract with an outside vendor. Menus are posted by director in office and parent board for families. All food is protected against contamination and any contaminated food is discarded immediately. Solid waste storage containers have tight-fitting covers and are in good repair.

Drinking water is available both indoors and outdoors via brita filter.

Areas around high climbing equipment and slides have cushioning material to absorb falls. The facility is free of flies, insects and rodents. Facility contracts with a Pest control vendor to ensure that facility stays pest free. LPA observed working fire extinguishers in the classrooms and kitchen area Facility has a centralized fire and smoke alarm system. First Aid kits located in the director's office.

Prior to working or volunteering in a licensed childcare facility, all individuals subject to a criminal record review have received a criminal record clearance or exemption. Upon notification from the Department, the licensee will comply and act immediately to terminate the employment of, remove from the facility or bar from entering the facility for any person it is deemed necessary while the Department considers granting or denying an exemption.

LPA reviewed Guardian, www.guardian.dss.ca.gov, and found R. Noghreian and Y. Norton did not have fingerprints associated to facility. LPA issued a Type A and a civil penalty was assessed. Director confirmed individuals have been employed more than 5 days.

Capacity and limitations as specified on the license are being maintained.

At least one person trained in CPR and Pediatric First Aid is present when children are at the facility or at offsite activities. Director’s Pediatric CPR and First Aid was completed on 10/13/2021. Mandated Reporter has been completed.

LPA reviewed a sample of children’s files and observed 6 out of 6 files were incomplete- missing health screen LIC 702. LPA provided facility with a copy of the LIC 311A and LIC 125 to use as a reference to ensure all files have current documents.

The name of the child care center director or fully-qualified teacher(s) designated to act in the director’s absence has been reported to the Department. The person who signs the child in/out of the facility shall use their full legal signature and record the time of day.

All children are under supervision, including visual supervision, of a teacher at all times. Facility maintains a ratio of one teacher supervising no more than 12 children in care.

Facility representative, Sara Yasharpour, was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) currently IS being provided. Licensee is aware that an IMS plan is required to be submitted to the licensing office if they provide any of these services. LPA and facility director discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

Exit interview conducted and report was reviewed with the licensee facility representative Sara Yasharpour. Facility was provided with a copy of their appeal rights.
