On 1/07/26, Licensing Program Analyst (LPA) Ranita Richmond arrived at the above-mentioned Preschool Childcare Center facility for the purpose of delivering findings for complaint investigation. Upon arrival LPA met with Director, Kimberly Gentle, and toured the facility. LPA observed 41 children in care with 6 staff providing care and supervision. LPA advised Director Kimberly Gentle the purpose of the inspection was due to a complaint received by the El Segundo Child Care Regional Office (ESCCRO).

On 10/13/25 El Segundo Child Care Regional Office received a complaint regarding personal rights and neglect/lack of supervision violations for the above-mentioned facility. The allegations are as follows: Personal Rights:Staff do not ensure that daycare children’s toileting needs are being met and Lack of supervision: Staff do not provide adequate supervision to daycare children in care.
On 10/15/2025, Licensing Program Analyst (LPA) Ranita Richmond completed an initial 10-day complaint investigation. During inspection, the LPA toured the facility, compleeted observations, and interviewed staff.

On 10/14/25 LPA Richmond interviewed the Reporting Party.

On 10/15/25,10/17/25, and 11/19/25 LPA Richmond completed observations and interviews with staff.

Between 10/15/25 and 01/07/26 LPA Richmond contacted parents of children enrolled in the above-mentioned Childcare Center to conduct interviews.

A full investigation was conducted which included observations, records reviews, and interviews. Based on observations, record reviews, and interviews, there is not sufficient evidence to show that there was personal rights or neglect and or lack of supervision violations. Therefore, the above allegation are found to be UNSUBSTANTIATED, meaning that although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur.

Per Title 22 Regulations and Health and Safety Codes, no citations were issued.


An exit interview was conducted, a copy of this report was read and provided to Director Kimberly Gentle.
Notice of Site Visit was provided and required to be posted for 30 days.
