On 3/20/2025, Licensing Program Analysts (LPA) Ranita Richmond and Chartrice Johnson conducted an unannounced Case Management-Defeciencies visit for the above-named Child Care Center. Center is licensed for 56 preschool children, ages 2 years through entry into first grade. LPAs met with Director Kimberly Kern. LPAs toured the facility indoors and outdoors and observed 40 children in care, being supervised and cared for appropriately by 8 fingerprint cleared staff members. Facility hours of operation are Monday – Friday, 8:00am – 5:00pm.

Facility has an approved outdoor waiver and LPAs observed waiver posted in the front lobby.


Waiver includes the following: There shall be no more than 9 children in the outdoor garden area at the same time. Room 3, (Art Lab) will be used in conjunction with the outdoor garden with a capacity of no more than 11 children. There shall be no more than 16 children in the Indoor Gross Motor room at the same time. No preschool children shall be without direct visual supervision by qualified staff at any time.

LPA toured the facility for health and safety. During walk through at approximately 3:34pm, LPA observed 21 preschool children and 5 staff in the art lab. LPA observed 9 preschool children and 1 staff in the outdoor garden area. At approximately 3:37pm 6 preschool children and 2 staff transitioned from the art lab to the indoor gross motor room. At 3:38pm 9 children and one staff transitioned into the indoor gross motor room by walking through the art lab. At this time of transition the art lab had a total of 24 preschool children. At 3:39pm 9 preschool children and one staff transitions to the outdoor garden area. Type B citation. See LIC 809D. Repeat Violation. See LIC 421FC.

One type B citation cited per Title 22 Regulations and Health and Safety Codes.
An exit interview was conducted, a copy of this report was read and provided to Director Kimberly Kern.

Notice of Site Visit was provided and required to be posted for 30 days.

Director will ensure staff are maintaining 15 minutes between transitions from art lab, garden area, and indoor gross motor room. Director will create a daily sign in/out sheet for above mentioned rooms and have staff to sign in/out. Sign in/out sheet will include times, number of staff, number of children, and initials or signature.

Based on LPA observations 21 children and 5 staff were in art lab at one time. LPA observed during transitions 24 (15 plus 9) children in art lab at one time which poses a potential health, safety or personal rights risk to persons in care.
