On 8/2/2024, Licensing Program Analyst (LPA) Jillinda Chandler and Ranita Richmond made an announced visit to Pace - Oceanside Learning Academy located at 682 Broadway St. Venice CA. 90291, for the purpose of conducting a Case Management Licensee Initiated inspection. LPA met with Amanda Velasquez -(Assistant Director of Education) and Irma Martin ( Lead Regional Site Director)who provided a tour of the facility. The applicant is requesting to increase there current toddler capacity to 16 toddlers ages 18 - 36 months. The preschool capacity shall remain at 20 children ages 3 - 5 years.

The total indoor measurements for the toddler component = 697.21, which will accommodate the requested capacity.


The total indoor measurements for the pre-school component = 685.21, which will not accommodate the requested capacity.

RESTROOMS
THERE WERE:
7 sinks and 3 toilets available for children use. Toilets and sinks were age appropriate.

The restrooms were clean and sanitized with the necessary toiletries, sinks and toilets were operable and in good repair. Faucets delivered cold water.

OUTDOOR ACTIVITY SPACE

Age-appropriate toys and equipment were observed in good condition.

The play yards were fully gated with a 4 feet or higher gate.

Artificial grass and resilient cushioning was observed in good condition under climbing equipment. Per the manufacture label the climbing equipment on the toddler yard shall only be used for ages 2 - 5 years. The licensee shall ensure this equipment is not accessible to younger children.

LPA observed sail shades for shading, and benches resting.

LPA recommends for the preschool yard that there be a lock added to the shed , the un-leveled pavement near the bike path be filled in and the hole on the grass area near the bike path be filled, and a gate or barricade be placed at the entrance of the preschool yard.

Measurements for the outdoor activity areas were:1348.50 for the toddler yard and 2359.16 which will accommodate the requested capacity

Based on today’s inspection the facility shall be recommended for a capacity of 16 toddlers and 19 preschool children determined by the indoor measurements.

Representatives were reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. PIN 22-05-CCP Page Four
LPA referred representatives to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

LPA discussed the safe sleep regulations with representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.

LPA also informed representatives of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Representatives was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA reviewed with representatives the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

An exit interview was conducted, a copy of this report was discussed and provided to representatives Amanda Velasquez -(Assistant Director of Education) and Irma Martin ( Lead Regional Site Director).
