On 09/06//2023, Licensing Program Analyst (LPA) Clayton made an unannounced visit to the Baranova Family Child Care home for the purpose of conducting a Case Management Inspection for Capacity Increase. LPA Clayton also conducted the Required 1year Inspection. LPA was greeted by Licensee Albina Baranova and 3 fingerprint cleared assistants. LPA observed 8 children being cared for and supervised appropriately. Capacity as specified on the license is being maintained. Hours of operation are Monday through Friday 8:30a.m. to 5:00 p.m. Licensee provides snacks and water.

LPA Clayton toured the home inside and outside for a Health and Safety inspection. The home is neat and clean with heating and ventilation for safety and comfort. The home has working telephone service and LPA confirmed the phone number is (310) 627-7391.

Current facility sketch was reviewed, and LPA confirmed that this is a duplex that includes the following: 1 bedroom, bathroom, living room/dining room, kitchen, fenced front and backyard.

The ON LIMIT AREAS are as follows:kitchen, living room/dining room (day care eating, napping and activity room) bathroom and the fenced front and back yard. The ISOLATION AREA will be in the day care activity room.

OFF-LIMIT AREAS are as follows: bedroom #1, which is inaccessible to children in care by closed and/or locked doors and visual supervision.

Outdoor play area is fenced and free from defects or dangerous conditions. There are ample age-appropriate toys that are safe, clean and in good repair. A certification for the play structure in the back yard was received by the El Segundo Regional Office in December 2022. As stated on the certification, Licensee is required to develop an inspection and maintenance program for the play area and maintain detailed records of inspections and repair records to assure continued compliance. The play area should be inspected frequently for missing or damaged equipment, broken glass and foreign objects in the play area, and maintenance of fall surface is a priority. The play area should also be thoroughly inspected on a regular basis by trained personnel for wear to moving parts and other components that can be expected to wear.

LPA Clayton observed a fully charged 2A10BC Fire extinguisher in the daycare activity room, a working carbon monoxide/smoke detector combo. A Pull Fire Alarm is installed and a Fire Clearance was granted on January 11, 2023, by the LA City Fire Department Institutions Unit.

Licensee ensures that children in care are supervised at all times and is aware that children shall not be left in parked vehicles. Car seats are used for transportation purposes only and are not used for sleeping children.

There are no pools, ponds, spas, or other bodies of water on the premises. There are no firearms or ammunition on the premises. Detergents, cleaning compounds, medication and other hazardous items are made inaccessible to children in care.

LPA reviewed 5 children’s files and observed them to be in compliance as they contained current contact information for authorized representatives and/or relatives who can assume responsibility for the child, immunization records, and authorization for medical treatment.

Licensee’s and staff's Mandated Reporter Training and Pediatric CPR/First Aid are current. LPA Clayton reminded Licensee that the above-mentioned certifications are to be renewed every 2 years, per Health and Safety Codes and Title 22 Regulations for Child Care.

LPA discussed Safe Sleep Regulations with licensee. Licensee stated that she does care for infants (all enrolled children are 2 years and older). LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safesleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Safety Product Commission (CPSC) website https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice) or (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA are available at: https://www.ada.gov/resources/child-care-centers/.
