On February 27, 2026, at approximately 9:30 a.m., Licensing Program Analysts (LPAs) Janet Gil and DeCondia Ferguson conducted an unannounced complaint investigation visit to the facility to meet with the director, Jenat King, and deliver findings related to the above-mentioned allegations.

LPAs toured the facility both indoors and outdoors and inspected for health and safety hazards. At the time of the inspection, there were 52 enrolled children present and eleven staff members, including the director. All adults presnt have fingerprint clearance on file. During the visit, LPAs conducted interviews with staff, management, and children. LPAs also reviewed video footage provided by the facility and made observations throughout the inspection.

Based on the review of video evidence, interviews conducted, and observations made, LPAs determined that the preponderance of evidence standard was met. Therefore, the above-mentioned allegation is SUBSTANTIATED, meaning the allegation above is valid based on the evidence obtained during the investigation.

Based on the video received by the director, the footage shows Staff 1 placing leg over the lower half of the child’s body on the cot, which restrained the child during nap time.

Based on interview with the two staff in the Blue room where incident took place and interview with the director, Staff 1 is placed their leg over the lower half of the child’s body on the cot, which restrained the child.

LPAs Janet Gil and DeCondia Ferguson informed the director, Jenat King that this report dated 2/7/2026 document(s) 1 Type A citation which shall be posted for 30 consecutive days as there is/are immediate risk(s) to the health, safety, or personal rights of children in care.
Also, LPAs Janet Gil and DeCondia Ferguson informed the director to provide a copy of this licensing report dated 2/27/2026 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.

A copy of today’s report and the facility's appeal rights were given to the director, Jenat King.

A Notice of Site Visit and the LIC 9099D were given to Jenat King,. Exit interview conducted and report was reviewed with the the director, Jenat King.

On Feburary 27, 2026, at approximatly 9:30 AM, Licensing Program Analysts (LPAs) Janet Gil and Decondia Fergusoon conducted an unannounced complaint inspection for the purpose of investigating the allegation listed above. This report has been amended to remove information from the initial report that was determined to be not pertinent to the investigation. Upon arrival, LPAs met with the director, Jenat King. There were 57 children and 10 staff members, including the site supervisor, present at the time of the inspection. All staff presnt have cleared fingerprint clearance on file.

During the investigation, LPAs toured the facility for potential health and safety hazards, made observations, interviewed staff, obtained copies of the children’s roster, and obtained a copy of the staff handbook.

Regarding the allegation, “Staff handles daycare child in an inappropriate manner,” the Reporting Party (RP) stated that the involved child (C1) disclosed that a staff member (S1) in the Blue Room, during nap time, placed their foot on C1’s head in an attempt to force C1 to lie down.

Based on the video footage provided by the Director and interviews conducted with both staff members assigned to the Blue Room, and five children, there is no evidence that Staff 1 (S1) placed their foot or leg on C1's head to force the child to lie down. Instead, the video displays S1 patting the children's heads during nap time.

Additionally, interviews conducted with staff and children did not provide any corroborating information to support the allegation. Both staff members stated they have never witnessed nor engaged in any behavior involving placing a foot on a child’s head.

Based on LPAs review of the video footage and the interviews conducted during the investigation, the allegation may have occurred or may be valid. However, there is not a preponderance of evidence to prove that the alleged violation did or did not occur. Therefore, the allegation is determined to be unsubstantiated.

An exit interview was conducted and a copy of this report was reviewed and provided to the director, Jenat King.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

The director, Jenat King, plans to terminate employement for involved staff. Additionally, the director plans to hold a training for all staff on children’s personal rights and proper sleep care techniques during nap time.

The director, Jenat King, plans to submit proof of training and meeting conducted, including written notes from all staff members on children’s personal rights, and reference video resources from the CCLD website.
