On 8/14/2026, Licensing Program Analyst (LPA) Suzette Ornelas conducted an unannounced follow up complaint inspection for the purpose of delivering the findings for the above-mentioned allegation. Upon arrival, LPA was greeted and let into the facility by Director, JENAT KING to whom the reason for the inspection was announced. LPA toured the facility and observed 36 daycare children and 7 staff.

During the course of the investigation, LPA Ornelas made observations, obtained documentation in the form of children’s roster,conducted interviews and observed camera surveillance in regard to the above allegation.

-Pertaining to the allegation that - Staff spoke inappropriately to children in care
According to the RP, The RP observed Staff 2 (S2) in the restroom with a group of children, washing their hands. A child was facing away from S2 and standing at the child safety gate that led to the classroom. S2 then yelled at the child, “What are you doing? You can’t get out.”

According to the RP, The RP observed Staff 2 (S2) in the restroom with a group of children, washing their hands. A child was facing away from S2 and standing at the child safety gate that led to the classroom. S2 grabbed the child by their shirt and pulled them towards her.

According to staff interviewed during the course of the investigation, S2 admitted to having pulled a child by the shirt as a form of redirection in the outdoor play area. S2 stated that children were running around and were in some sort of physical altercation, S2 stated that they then pulled a child by the shirt as a way to redirect them.

LPA Ornelas viewed available surveillance footage; however, due to the placement of the camera, LPA was unable to see any footage directed towards the inside of the restroom.

Based on the information obtained through observations and interviews, the allegation is substantiated. A substantiated finding means that the complaint is substantiated and the allegation is valid because the preponderance of the evidence standard has been met.

1 Type B deficiency is being cited in accordance to Title 22 of the California Code of Regulations.

S2 made eye contact with the RP and tried to make small talk. RP further stated that when they entered the classroom, they overheard S2 say, “Aye, stop whining… nothing happened to you.”

According to staff interviewed during the course of the investigation, staff stated that they have raised their voice to get the children's attention or redirect the children from a potentially harmful situation. Staff further stated that they have never spoken inappropriately to children.

According to parents interviewed during the course of the investigation, parents like the day care and have no concerns regarding the care that their children are receiving while attending the day care. Parents further stated that they have no concerns regarding the manner in which teachers speak to children.

According to children interviewed during the course of the investigation, children stated that they like their teachers. Children stated that their teachers are nice to them and do not yell at them. Children further stated that neither their friends or their teachers say mean things to them.

LPA Ornelas viewed available surveillance footage; however, due to the placement of the camera, LPA was unable to see any footage directed towards the inside of the restroom.

Based on the evidence as documented above, the allegations have been determined to be Unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the allegation occurred.

A notice of site visit was given and must remain posted for 30 days.
