On 9/30/2024, Licensing Program Analyst (LPA) Ranita Richmond conducted an unannounced Required / Annual Inspection for the above-named Infant Child Care Center. Center is licensed for 20 infant children, ages 0 thru 2 years of age. LPA met with Director Felicia Keene. LPA Richmond toured the facility indoors and outdoors and observed 11 children in care, being supervised and cared for appropriately by 4 fingerprint cleared staff members. Facility hours of operation are Monday – Friday, 6:00am – 6:00pm. CCC provides meals, snacks and water.

Capacity and limitations as specified on the license are being maintained.


All children are under visual supervision of a teacher at all times. The CCC is in compliance with Title 22 regulations regarding Staff to Student ratios. LPA reviewed the sign in/ sign out sheets located on the front counter of the facility. LPA observed children being signed in using signatures and times. LPA Richmond advised Director of the importance of sign in/sign out using the full first and last name of the parent/authorized representative and time of checking the child in and out daily.

LPA Richmond conducted a Health and Safety inspection of the kitchen, and food preparation and storage areas are clean, free of litter/rubbish and free of rodents/vermin. Open food containers are labeled and dated appropriately. All food is protected against contamination and any contaminated food is discarded immediately. Solid waste storage containers have tight-fitting covers and are in good repair.

There is one crib present for each infant in care. Cribs are free of all loose articles and objects, including blankets and pillows. Cribs are free of objects hanging above or attached to the side of the crib. All bedding used for only the child assigned. All soiled bedding shall be replaced when wet or soiled. Soiled bedding shall be placed in a suitable container and made inaccessible to infants until washed.

There are no swimming pools, ponds, or other bodies of water on the premises. There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible.

LPA Richmond observed 2 (two) fully charged 2A:10B:C fire extinguishers in the classroom and kitchen. The carbon monoxide detectors and smoke detectors are wired to the Pull Fire Alarm system. The Fire Alarm system was last inspected and tested in March 2024. page 1 of 3

All toilets and hand washing facilities are in safe and sanitary operating condition. Floors in the facility are clean and safe. LPAs inspected the classrooms and observed age-appropriate toys, books and furnishings. Furniture and equipment are in good condition, free of sharp, loose, or pointed parts. Playground equipment is in safe condition, free of sharp, loose, or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards.

CCC provides all meals, snacks, and water. Formula is supplied by parents. Solid waste storage containers have tight-fitting covers and are in good repair.

LPA Richmond reviewed 6 children’s files and observed files to be in compliance including current contact information for authorized representatives and/or relatives who can assume responsibility for the child, immunization records, and authorization for medical treatment.

LPA Richmond reviewed 4 personnel files and observed files to be in compliance including immunizations for personnel in childcare, and CPR/First Aid.

CCC COMPLETED LEAD TESTING on 03/01/2022 AND NO LEAD EXCEEDANCES were found. LPA Richmond verified that the lead testing was completed in accordance with Written Directives outlined in PIN 21-21.1-CCP. Director provided LPA with print out of lead testing results for file.



Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

This facility provides Incidental Medical Services - IMS. Medications are stored in a locked cabinet in the kitchen over the refrigerator.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA Richmond reminded Director to access the Community Care Licensing website www.ccld.ca.gov for access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
