On 07/27/2023 Licensing Program Analyst (LPA), Lisa Clayton arrived at the FCCH unannounced to conduct an Annual inspection and was met by Licensees Abigail Martinez Gonzalez and Alexis Santa Cruz. LPA Clayton observed 10 children in care today being supervised and cared for appropriately by both of the licensees and a fingerprint-cleared assistant. Operating hours are Monday – Friday 8a – 5:30p. Licensees provides am snack, lunch, and pm snacks.

Capacity as specified on the license is being maintained.

LPA Clayton toured the home inside and outside for a Health and Safety inspection. This is a single-family home, which consists of the following: 2 bedrooms, 1 bathroom, living/dining room, kitchen, fully fenced backyard, and detached garage.

The ON LIMIT areas are as follows: living/dining room (day care room), bedroom #1 (day care room), bathroom, kitchen, detached garage (day care play area) and fenced back yard.

The OFF-LIMIT area is as follows: bedroom #2, which is made inaccessible by locked doors, and supervision. The ISOLATION AREA will be in the day care room, and the children nap on cots in the day care room.

The FCCH has a fully charged 2A10BC Fire extinguisher, a fully charged 3A10BC Fire Extinguisher, and 3 working carbon monoxide/smoke detector combos. The facility has adequate heating and ventilation for safety and comfort. Safe toys and play equipment are observed. The home has working telephone service and LPA confirmed the phone number is 424-298-8425.

Per the licensee, there are no firearms in the home. Any detergents, cleaning compounds, medication, poisons, and other hazardous items are made inaccessible to children. There are no pools, ponds, spas, or other bodies of water on the premises.

Licensee ensures that children in care are supervised at all times and is aware children shall not be left in parked vehicles. Car seats are used for transportation purposes only and are not used for sleeping children.

LPA conducted a review of 5 children’s files and observed current contact information for authorized representatives and or relatives who can assume responsibility for the child, immunization records, authorization for medical treatment, and medical assessment.

Licensee’s and staff’s Mandated Reporter Training are current, and Licensee Abigail’s pediatric CPR/First Aid expires October 2024 and Licensee Alexis’ CPR/First Aid will expire February 2025. All adults who reside or work in the home have a criminal record clearance.


LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep web page at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of 100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&R) throughout California.


During the exit interview, licensee Abigail Martinez Gonzalez, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
