On 10/30/2024 Licensing Program Analyst (LPA) Lisa Clayton arrived at the Martinez Gonzalez Family Child Care Home unannounced, to conduct a Case Management – Outbreak inspection. LPA Clayton was greeted by Licensee Abigail Martinez Gonzalez. LPA Clayton observed 9 children in care being supervised and cared for by 3 fingerprint cleared staff.

INCIDENT DETAIL: On Saturday 10/19/2024 Licensee Abigail Martinez Gonzalez was notified by parent Daniel Holman Williams that child Reagan Holman Williams tested positive for pertussis. Child had been previously enrolled since June 5th, 2023. Licensee was also called by the department of public health. Licensee stated she has records indicating a proper pertussis immunization for the child.

Incident update: On 10/22/2024, LPA Risher received an OD call from Abigail Martinez Gonzalez, Licensee. Another child had a cough at the daycare and the parent got the child tested for pertussis. The child's name is Rhys Devlin (05/17/2023) tested positive for pertussis on 10/21/2024. The other parents were notified of the potential outbreak. Licensee stated she has contacted the Department of Public Health. The Department of Public Health has advised the Licensee to stay open and contact the Department of Public Health if any additional children test positive for pertussis.

LPA Clayton toured the facility outside and inside for a Health and Safety inspection. LPA Clayton reviewed 11 the children’ files and observed them to be in compliance and current regarding immunizations for Diptheria, tetanus and pertussis (DTP, DTaP/DT/Td).

Licensee reported that during a conversation with the Los Angeles County Department of Public Health nurse, she reported that in September 2024 a student had recurring cough, resulting in her being picked up from day care. The student was seen by her physician and cleared to return to day care on at least 2 occasions (LPA Clayton observed the signed physician notes). LPA Clayton reviewed current DTaP vaccination record for the above referenced student. Licensee was notified this morning that this student tested positive for pertussis and completed a series of antibiotics on Saturday October 26, 2024.

Based on the information obtained, interviews conducted and LPA's observations the staff handled the incident in compliance with Title 22 Regulations and Health and Safety codes for Family Child Care Homes. In addition, the licensee reported the unusual incident in a timely manner; therefore, no Title 22 violations have occurred, and no deficiencies are cited.

Exit interview conducted and report was reviewed with licensee Abagail.

LPA Clayton posted Notice of Site visit which to the remain posted for 30 days.
