On 12/08/2022 at 1:30pm, Licensing Program Analyst (LPA) Suzette Ornelas conducted an unannounced visit for the purpose of delivering the findings for the above-mentioned allegation. LPA Ornelas met with YELENA DOBRYNINA, Director. LPA toured the facility and observed 39 children in care being supervised by 11 staff.

During the course of the investigation, LPA Ornelas conducted interviews, obtained and reviewed documents and made observations in regard to the above allegation.

On 09/20/2022, LPA Ornelas conducted an unannounced visit at the Facility. LPA obtained children’s roster, parent handbook, agreement between parent and provider handbook and conducted interviews.

LPA Ornelas reviewed evidence provided and conducted parent interviews. Parents are reporting that they have no concerns regarding the care and supervision that their children are receiving at the Child Care Center (CCC).

Parents are reporting that their children are happy and like the CCC. Parents are reporting that the licensee is always available to answer questions and concerns and responds in a timely manner to address any concerns regarding the daycare children.

Based on the evidence obtained over the course of the investigation, LPA Ornelas was unable to corroborate that the Allegation, Staff is not providing information about a daycare child to authorized representatives. Therefore, the allegation is determined Unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the allegation occurred.

An exit interview was conducted, and a copy of this report, appeal rights along with the Notice of Site Visit were provided to Director Yelena Dobrynina.
