On 4/17/2023, Licensing Program Analyst (LPA) Suzette Ornelas conducted an unannounced visit
for the purpose of conducting an initail investigation for the above-mentioned allegations. LPA Ornelas met with YELENA DOBRYNINA, Director. LPA toured the facility and observed 49 children in care being supervised by 9 staff.

On 04/10/2023, LPA Ornelas conducted an unannounced visit at the Facility to conduct an initial 10 day inspection; however, due to school being on Spring Break.

On 4/10/2023, LPA Ornelas conducted parent interviews, obtained infromation from the reporting party via email as well as the collateral reporting party.

On 4/17/2023, LPA Ornelas conducted a second unanounced visit. LPA conducted interviews, reviewed health and safety policy.

LPA Ornelas reviewed all evidence provided. Parents are reporting that they have no concerns regarding the care and supervision, health and safety and privacy that their children are receiving at the Child Care Center (CCC). Parents are reporting that they are encouraged to contact Community Care Licensing (CCL) with any concerns regarding the CCC and are pleased with safety precautions facility takes with illness and cleanliness and COVID 19.

Based on the evidence obtained over the course of the investigation, LPA Ornelas was unable to corroborate that the Allegations; staff retaliated against child because parents filed a complaint with licensing and staff providing clothing for children to share that have not been laundered or sanitized between use. Therefore, the allegation is determined Unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the allegation occurred.

An exit interview was conducted, and a copy of this report, appeal rights along with the Notice of Site Visit were provided to Director Yelena Dobrynina.
