On 4/17/2023, Licensing Program Analyst (LPA) Suzette Ornelas conducted an unannounced visit
for the purpose of delivering the findings for the above-mentioned allegations. LPA Ornelas met with YELENA DOBRYNINA, Director. LPA toured the facility and observed 49 children in care being supervised by 9 staff.

On 2/27/2023, LPA Ornelas conducted an unannounced visit at the Facility to conduct an initial 10 day inspection. LPA conducted interviews, obtained childrens roster, reviewed parent handbooks, reviewed childrens files, COVID 19 Policy and Procedures and observed Paents Rights posted on Parent Board.

LPA Ornelas reviewed all evidence provided. Parents are reporting that they have no concerns regarding the care and supervision or privacy and that they are allowed acces into the facility. Parents were satisfied with the care that their children are receiving at the Child Care Center (CCC).

Based on the evidence obtained over the course of the investigation, LPA Ornelas was unable to corroborate that the Allegations; Staff yell at children, Staff do not allow parents access to the facility. Therefore, the allegations are determined Unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the allegation occurred.

An exit interview was conducted, and a copy of this report, appeal rights along with the Notice of Site Visit were provided to Director Yelena Dobrynina.

This is an amended report.
