On 10/06/2023 at 07:50 am, Licensing Program Analyst (LPA) Silva Garibyan arrived at New Generation Le Petit to deliver the findings of a complaint received by the Department on 07/12/23 associated to Complaint Control Number 58-CC-20230712150304. LPA met with Director Zahra Haddadi and explained the purpose of the visit. During today’s visit, there were 5 staff providing care to ten infants.

During the investigation into the allegations listed above, LPA obtained copies of the facility roster, sign in/out sheets, and conducted interviews with five staff and seven parents. Due to the age of the children in the program, LPA was unable to conduct interviews. LPA was unable to obtain additional information as the complainant was anonymous.

The first allegation indicates that “Facility operating out of ratio.”

Per Reporting Party (RP), the facility is short-staffed. During lunchtime on Tuesdays and Thursdays, the reporting party noticed three staff members supervising 16 infants.

When LPA conducted interviews, S1, S2, S3, S4, and S5, all stated that the facility has never been out of ratio. Staff members take their lunch one at a time, and during this time, the director covers them to ensure the required ratio is maintained. There are only 15 infants enrolled in this program, and all 15 are never at the facility at the same time on the same day.
No disclosures were made by the seven parents interviewed. All explained that they had never seen the facility out of ratio. The parents noted that they had only ever seen a maximum of 12 infants at the facility at once. The parents also stated that they have always seen three to four staff members supervising the infants.

The second allegation indicates that “Children not accorded dignity in relationships with staff.”
Per RP, S1 is “rude” to the infants and “raises her voice” at them.
LPA interviewed five staff members and all five stated that they had never heard any staff member raise their voice at any child. S1, S2, and S3 stated that the director and S5 are always present and would never allow the staff members to be rude or raise their voices at the infants.
No disclosures were made by the parents interviewed. All explained that they had never heard the facility's staff being rude to or yelling at infants. Their children are very happy to attend each day.


Based upon the evidence as presented above, the allegation has been determined to be Unsubstantiated. A finding of Unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur.

No deficiencies are being cited for the allegations listed above.


Notice of site visit was given and must remain posted for 30 days.
