On 05/23/2024 Licensing Program Analysts (LPA) Laticia Thompson met with Director Taylor Wolf. The purpose of the visit was an unannounced pre-licensing inspection for an increase in capacity at the facility to ensure that health, safety and personal rights as requires by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were 91 children present during this inspection. This is an application for 18 Toddlers ages 18 – 36 months and 130 Preschoolers ages 2 years until Entry into the 1st grade. Classrooms 106 and 107 will be dedicated to Toddlers. Rooms 101-105 and 108-110 will be dedicated to the Preschool. The child care center will operate Monday – Thursday 8:00am – 5:00pm and Friday 8:00a.m. – 3:00 p.m. The facility has a total of 10 classrooms and 4 play yards. LPA toured and measured the on-limits areas. Preschool children will have access to 15 sinks 8 toilets and 1 changing table. Toddlers will have access to 4 sinks, 2 toilets and 2 changing tables.


Toddler Indoor measurements are
The indoor measurements contain a total of 1052.45 which will accommodate Applicant’s request for 18 Toddlers.

Toddler Outdoor Play measurements are:


The outdoor measurements contain a total of 1786.36 which will accommodate Applicant’s request for 18 Toddlers.

Preschool Indoor Classroom measurements are:
The Indoor measurements contain a total of 4148.23 which will not accommodate Applicant’s request for 130 Preschool children. Based on measurements the facility capacity limit for indoor space is a total of 118 Preschool children.

Preschool Outdoor Play measurements are:
The outdoor activity space measurements contain a total of 12184.21, which will accommodate Applicant’s request for 130 children.

The following was observed:

Parents sign in and out manually on signature boards that are in each individual classroom. The required postings are posted in the front office entry area and in each classroom where parents and visitors are able to review.

Ill children will use the directors office or an isolated room and the staff restroom for isolation. The isolation area shall be equipped with a cot for ill children and shall be supervised by staff.

There are operable carbon monoxide detector located in every classroom. LPA observed a fire extinguisher 4A 80B:C with an inspection date of 04/17/2024. LPA observed First Aid Kits in each individual classrooms with the required materials including disposable thermometers.

Furniture and equipment were observed to be maintained in good condition free of sharp, lose or pointed parts. Tables and chairs were observed to meet the needs of the children. All play equipment and materials used by children were observed to be age appropriate. There are mats for napping. Director was advised to ensure staff is aware of colors used for sleeping side can be distinguished from the floor side. There are cubbies and hanging hooks for storage of children clothing and personal belongings. The classrooms were clean in good repair. Classrooms have adequate lighting, windows were in good repair free of chipping paint, dirt, insects, or debris. LPA observed trash cans with tight fitting lids.

There is landline telephone equipment, central air and heating in classrooms.

The facility has filtered water dispensers in classrooms where children can fill their personal water bottles for outdoor and indoor activities.

The program provides snacks and lunch. Classrooms are equipped with Jack and Jill kitchenettes. The kitchen and food-preparation storage areas were observed to be clean and free of litter and rubbish. All refrigerators are equipped with built-in thermostats to maintain temperature regulation. Menus are in writing and are posted in advance in an area accessible for review by the child's authorized representative. Copies of the menus as served shall be dated and kept on file for at least 30 days. Menus shall be made available for review by the child's authorized representative and the Department upon request.

The required postings are posted in the front office entry area and in each classroom where parents and visitors are able to review.

Outdoor

The entire outdoor activity grounds are enclosed by a fence to protect children and to keep them in the outdoor activity area. The fence is at least four feet high. The surface of the outdoor activity space has cushioning to prevent injury from falls. The outdoor activity space was observed and were maintained in good condition. There is adequate shade in the outdoor activity areas. LPA observed benches for resting. Applicant was advised to inspect sandboxes daily and should be kept free of any hazardous foreign material. LPA did not observe any bodies of water on the premises.

LPA advised applicant of the following regarding the Toddler Program:

101216.4(a)(1) Preschool Program with Toddler Component: A child who is between 18 months and 36 months of age may participate in the toddler program with written permission from the child's authorized representative. No child in the toddler program shall be placed in the preschool program before the age of 30 months without written permission from the child's authorized representative.

The following items were discussed:

The director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA reviewed with facility representative the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

The director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
