On 02/06/2023 at 10:26 a.m. Licensing Program Manager Rita Ramos (LPM) and Licensing Program Analyst Lilia Hernandez (LPA) met with Rachel Beard, Licensee. The purpose of the visit was an announced case management inspection at the facility for the purpose of inspecting the facility due to Licensee submitting an application for a capacity increase. There were 5 children present during this inspection.
This is a capacity increase application for a large family child care license with up to 12 children due to no landlord consent. The family child care facility will operate Monday – Friday 8:00 a.m. – 5:30 p.m. Licensee states they will care for children 16 months to 10 years of age. LIC279 with updates was submitted. The fire clearance was approved on 01/26/2023. Licensee stated that a cell phone with active service in the home will be the main contact number while children are in care.

All areas identified on the facility sketch were inspected, including but not limited to, off limit areas. This is a duplex with a residence located upstairs and a separate one downstairs. Licensee resides in the downstairs residence. The second dwelling located upstairs has its own entry on opposite side of the building, however, there is accessibility to the shared back yard. Per Licensee, there is no written consent for exclusive use of the shared back yard. LPM and LPA advised that Licensee obtain written consent from the landlord for exclusive use of the backyard or continue to use the enclosed patio to ensure the health, safety, and personal rights of children in care are met. The duplex consists of 3 bedrooms, 2 bathrooms, dining room, living room, kitchen and an enclosed patio. (accessible from the dining room) Entrance to the home is located in front of the building. Parent board is located in the entry way with all required postings observed. The children have access to the living room, dining room, kitchen, patio, 1 bathroom, and 1 bedroom in order to access the bathroom. The kitchen has a backdoor that leads to the shared back yard. The shared back yard has a detached garage and an attached room with a washer and dryer for both units to use. The garage and washer and dryer room are off limits to children in care. The back yard is fenced and has locked gates located at each end of the property. Areas that will be used by children were inspected for safety, comfort, cleanliness, ventilation and heating. Detergents, cleaning compounds, medicines, sharp objects and hazardous items that can pose a danger to children are inaccessible in areas designated for children. The applicant was advised that any poisons must be locked. There is a carbon monoxide detector that was tested and operable and located on a corner area of the living room. Smoke detector located in the dining room was tested and operable. There is a 2A10BC fire extinguisher located in the kitchen with a purchase date of 11/07/2022.LPM and LPA verified the receipt with purchase date. There is central air and heating in the home. There are 3 floor vents located in the areas accessible to children. One in the dining room and 2 in the living room and when heater is in use, the vents are made inaccessible using a screen.

The licensee has completed the required Health and Safety Training, Nutrition Training and Pediatric First Aid and CPR. Certificates of completion were verified to be on file in the facility. There are first aid supplies available and stored in an area inaccessible to children.

The licensee states that they will provide food for children in care. If food is not provided and food is brought from the children's homes; container shall be labeled with child's name and properly stored or refrigerated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA reviewed with applicant the LIC 311D, Forms/Records To Keep In Your Family Child Care Home, children's forms/records, facility forms/records, and information to be posted. LPA advised the applicant on how to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov. LPA provided the following documents about SIDS: A Child Care Provider's Guide to Safe Sleep from the American Academy of Pediatrics, Helping You to Reduce the Risk of SIDS, Never Shake a Baby, and Safe Sleeping practices.---------Page 02 of 03

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. Per licensee, there are no dual licenses at this address. Licensee email address was submitted obtained during this inspection. The licensee was advised that email may be public information.

Prior to granting an increase in capacity, the following is required, and the licensee will complete by 02/20/2023:

-An updated facility sketch of home indicating that the bedroom 3 that leads to the bathroom is accessible to children and the closet is in bedroom 3 is not accessible.
-Unless a written consent is made available from the landlord indicating that the licensee has exclusive use of the shared backyard, an updated facility sketch of the backyard that includes the garage and the wash room will be made inaccessible to children in care.


A large family child care license with a capacity of 12 may be granted upon receipt of corrections for the above. Once licensed, the licensee is required to adhere to the terms and limitations stated on the license. A copy of this report, and the notice of site visit was provided to licensee.
