Licensing Program Analyst (LPA) Roberto Luque Avila conducted an unannounced complaint inspection on 10/24/2024 to investigate the above allegation. LPA arrived at the facility at 10:20AM and met with Director Shantil Alexander who guided LPA on tour of the facility. There were 7 children and 2 staff upon arrival.

The purpose of the visit is to deliver findings to the above allegations. Initial complaint visit was conducted by Brittanee Cleveland where they did not find sufficient evidence to deliver findings during their initial visit conducted on 07/15/2024.

Reporting party provided information stating staff did not ensure the day care had hot water.

During the investigation LPA conducted interviews and inspected the physical plant of the facility. LPA did observe the infant classroom had a changing table, a bottle cleaning area and 3 sinks in close proximity. LPA inspected the sinks to feel if had hot water available. At this time there was no hot water available.

During the investigation the director stated they do not have hot water available in the area where infants are being cared for. The director stated they don’t know where they might be able to turn it on.

Based on LPAs observations and interviews, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. California Code of Regulations, Title 22, Division 12 Chapter 1, 101239(e) are being cited on the attached deficiencies page.

Exit interview was conducted, appeal rights provided, and report was reviewed with the Director Shantil Alexander

A notice of site visit was given and must remain posted for 30 days.

During the investigation LPA conducted interviews and inspected the physical plant of the facility. LPA observed a cleaning station for baby bottles next to a sink. The cleaning station had a rack with baby bottles currently drying and a bottle sterilizer. LPA did not observe any dirty baby bottles at the time of visit.

During the investigation the director stated that baby bottles are cleaned as needed multiple times a day. The director stated they clean the bottles, then place them to dry on a rack, then place them in the sterilizer.

Staff #1 (S1) was interviewed and asked how often they clean the baby bottles. S1 stated they clean the bottles everyday and after every use.

Based on the finding although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated.

Exit interview was conducted, appeal rights provided, and report was reviewed with the Director Shantil Alexander.

A notice of site visit was given and must remain posted for 30 days.
