On 09/05/2024, Licensing Program Analyst (LPA) Adrian Risher conducted an unannounced 3 Year Required Inspection for the infant license. LPA met with Director Tanya Taure-Squier, and toured the facility indoors and outdoors. The days and hours of operation are Monday to Friday 7:30am to 5:30pm. LPA observed 9 infants with 4 staff in the Roly Poly room(Infant Room) and 6 Toddlers with 3 staff in the Butterfly Room (toddler room).

The facility has 1 infant room and 1 toddler room. LPA observed designated cubbies in the classroom. LPA observed age appropriate equipment in each classroom. LPA observed furniture and equipment in good condition. The isolation area is the Director's office, a designated area in the classroom or outside when needed. LPA observed a changing table with diapering and sanitation supplies. The facilities utilizes cribs and mats for napping.

LPA inspected the kitchen at the facility. The toddlers are provided with am and pm snack. The family provides milk, bottles, lunch and supplies to the the facility. LPA observed highchairs and tables that are used for eating.

There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible. All poisons are kept in a locked storage area. LPA observed cleaning supplies stored in the kitchen and in the classroom.

Drinking water is available both indoors and outdoors for the toddlers. LPA observed water bottles/jugs that are individually labeled with the children's names. Director stated the staff use a Brita Walter Filter jug to refill the water bottles when needed.

LPA observed age-appropriate play equipment in the outside play area. There is no swimming pool or other bodies of water on the premises.

LPA tested the carbon monoxide detectors and smoke detectors during inspection. LPA observed fire extinguishers, thermometers and first aid kits in each classroom.

LPA completed file reviews for children and staff. Children and staff files were complete. Infants have proper infant sleeping plans as well as needs & services plans in their files. LPA observed more than one staff with current cpr and pediatric first aid certification.

LPA observed proper sign in/out documentation. All required Child Care posting were observed in the classroom and on the Parent Board.

No deficiencies will be cited today.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and
administrative records.
