On 8/1/2024, Licensing Program Analyst (LPA) Adrian Risher conducted an Annual Inspection. LPA provided Licensee with the purpose of the visit and was granted access to the facility. LPA met with Crystal Gabourel, Licensee. LPA toured the inside and outside of the property at 12:20PM with the Licensee. LPA observed the home to be clean, safe, orderly and well ventilated. There were 2 children in care with 1 additional staff. The operating hours are 23 hours 7 days a week.

LPA observed the home to have a Living Room, Dining Room, Kitchen, 5 bedrooms, and 2 bathrooms. There is 1 additional bathroom located in the converted garage. The Licensee utilizes the living room, converted garage(ADU) and 2 bathrooms as the day-care. The rest of the home is inaccessible to the children. The living room is used for daily activities and napping. The garage space is used for activities and eating. The children have access to a bathroom location in the garage in addition to the bathroom located inside of the home. LPA observed cots that are used for napping. The isolation area is located in the living room. LPA observed age appropriate toys and equipment for the children.

Licensee states that there are no weapons in the home. Licensee reports there is 1 dog in the home. The dog remains in the off-limits area of the home while children are in care.

The kitchen and bathroom areas were inspected for proper storage of chemicals, detergents, cleaning compounds, medications and sharp pointed objects. These items were made inaccessible to children. Kitchen/bathroom drawers were made inaccessible to children in care. The cleaning supplies in the garage are stored underneath the kitchen sink. LPA observed a safety latch attached to the cabinet. Cleaning supplies are stored in the lower cabinet beneath in the kitchen sink inside of the home. Medication is stored on top of the refrigerator inside of the home.

LPA observed electrical outlets with protective covers.

Licensee provides breakfast, lunch, dinner and snacks.

LPA observed operable smoke detectors and carbon monoxide detectors throughout the home which were tested during inspection. The home is equipped with 1 (2-A:10-B:C) Fire Extinguisher and First Aid kit which includes thermometer and band aids. The home has central air and heat. The garage has a A/C unit installed in the wall that provides heat and air.

LPA inspected the outside area and observed age appropriate toys. There are no bodies of water at the home. The outside play area is supervised by the licensee and staff in the front yard and the back yard.

Staff and children's files were reviewed during inspection. LPA reviewed records related to earthquake drills and fire drills which were found to be current. All required Child Care Postings was observed on the Parent Board during inspection.

No deficiencies will be cited today.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and

recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the LICENSEE, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

A notice of site visit was given and must remain posted for 30 days.
