On 2/9/2022 Licensing Program Analyst (LPA) Jillinda Chandler made an announced visit to Kidtopia Early Learning Center (Infant center), for the purpose of conducting a pre-licensing inspection. LPA met with Jacqueline Bonseigneur-Smith (applicant), also present was Anthony Smith (co-applicant) who provided a tour of the facility. The applicant is requesting a license with a capacity of 8 infants ages 6 – 24 months. The applicant also has a pending pre-school application #197494973 that will be located in the same building. The facility is a single-story building with an open floor plan divided into two sections. A hallway separates the two sections, on the left side of the entry the space is divided to include the infant classroom at the rear of the hallway on the right side. There is an approved fire clearance on file conducted on 1/5/2022 by Lamorris Wilcher of the LA City Fire Department.

LPA OBSERVED THE FOLLOWING OF THE INDOOR ACTIVITY SPACE

A 2AB10C fire extinguisher, smoke and carbon monoxide detector was observed inside the classroom

First aid kits were available with the required essentials: scissors, bandages, tweezers, ointments and thermometer

Heating and Cooling was provided throughout the building using a central heating and cooling system.

The classrooms were clean in good repair, windows were in good repair free of chipping paint, dirt, insects or debris. Adequate lighting was observed

Trash cans used for solid or soiled waste were observed with tight fitting lids

Disinfectants and cleaning solution and other toxins or poisons were made inaccessible to children, placed in locked cabinets or placed out of children’s reach.

The director’s office and staff restroom will be used for isolation purposes.

The classrooms were equipped with working telephones.

Center has cameras in all classrooms and surrounding outdoor perimeters.

Parents and authorized adults will use an electronic sign in and out devise, applicant was advised that the devise must be capable of printing these sheets upon request of licensing representative or other enforcement agencies. This same devise will be used for infant daily activities, diapering/toilet and parent notifications

The required postings were observed a prominent area for parents and visitors review.

Age appropriate toys and equipment that promotes tactile stimulation, auditory, visual and manipulative skills were observed in good repair.

Storage for children’s belongings, diapers and other diapering need were observed. Changing tables were within arm’s reach of a sink.

LPA observed 3 standard cribs with no drop down sides cribs were observed with, firm mattresses and tight fitted sheets.; cots in good repair were observed for older infants. The sleeping area was located inside the classroom; applicant shall devise a plan to barricade this area from the indoor activity area.

No swings or baby walkers were observed during today’s inspection

Measurements for the indoor activity space was 214.26 divided by 35 SQ. FT. per child = 6 infants.

FOOD SERVICES

Parents shall provide prepared formulas in labeled bottles; all other food shall be labeled and properly stored.


Age appropriate feeding tables were available, for infants capable of sitting without assistance during meals, other infants shall be held by staff during feedings. The center will make available space for lactating mothers. The director shall be advised that in addition to formulas and foods provided by the parents, the center shall have an emergency supply of these items.

Feedings shall be according to child's needs and service plan. LPA observed bottle warmers for heating breast milks and formulas.

Center has devised an Incidental Medical Service plan to provide to parents of children with allergies (epi-pen), asthmatic (inhalers), and children needing G-tube feeding

RESTROOMS

There was one changing table located inside the classroom within arm’s reach of a sink. Potty chairs will be used to assist children with potty training, there shall be one potty chair per 5 children being potty trained per Title 22, sect. 101439(i). Cubbies were observed in this are for infant’s toileting supplies.

OUTDOOR ACTIVITY SPACE

The outdoor area was fully enclosed with a four foot or higher picket fence, separating it from the preschool’s outdoor activity area.

Age appropriate equipment was observed.

No hazardous conditions or equipment was observed during today’s visit.

Water shall be made readily available for older infants using portable water pictures and disposable cups

Shading and benches for resting where not observed

Measurements for the outdoor activity areas was 312.35 divided by 75 sq. ft. per child for capacity total of 4 children utilizing the outdoor activity area at one given time.

The director was advised to request a waiver for Title 22, section 101238.2 for the purpose of complying with the required outdoor activity space per child.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.

Applicant was reminded that all infants must be placed on their backs when sleeping to prevent S.I.D.S. (Sudden Infant Death Syndrome), and to never shake a baby to prevent the Shaken Baby Syndrome.



LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Applicant was also reminded that only children eating may be in highchairs and that car seats are utilized only for transportation.



The "Notification of Parent's Rights" (PUB394) was discussed with the licensee and the licensee was advised that it must be posted in a prominent area accessible to parents and visitors. Applicant was made aware that parents must sign and be provided a copy of the LIC. 995e

Criminal Record Statement

Applicant was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Applicant was provided the link to register with Guardian (guardian@ca.gov).

Based on today’s inspection the facility shall be recommended for a capacity of 6 infants determined by the indoor activity measurements, the completion of recommended corrections below and waiver approval.

An exit interview was conducted the report was discussed, and a copy was provided to applicant Jacqueline Bonseigneur-Smith

1. The sleeping area was located inside the classroom; applicant shall devise a plan to barricade this area from the indoor activity area.


2. The outdoor activity area shall provide shading and resting area for infants
3. Applicant shall device a plan to cover gaps at the bottom of surrounding gates and in the picket gate.
4. Applicant shall secure the area outside of the of the infant yard
