On 3/15/2022 Licensing Program Analyst (LPA) Jillinda Chandler made an announced visit to Kidtopia Early Learning Center for the purpose of conducting a pre-licensing inspection. LPA met with Jacqueline Bonseigneur-Smith (applicant), also present was Anthony Smith (spouse) who provided a tour of the facility. The applicant is requesting a license with a capacity of 36 preschool children. The applicant also has a pending infant license #197494972 that will be located in the same building. The facility is a single-story building with an open floor plan divided into two sections. A hallway separates the two sections, on the left side of the entry the space is divided to include the infant classroom at the rear of the hallway on the right side. There is an approved fire clearance on file conducted on 1/5/2022 by Lamorris Wilcher of the LA City Fire Department.

LPA OBSERVED THE FOLLOWING OF THE INDOOR ACTIVITY SPACE

A 2AB10C fire extinguisher, smoke and carbon monoxide detector was observed inside the classroom

First aid kits were available with the required essentials: scissors, bandages, tweezers, ointments and thermometer

Heating and Cooling was provided throughout the building using a central heating and cooling system.

The classrooms were clean in good repair, windows were in good repair free of chipping paint, dirt, insects or debris. Adequate lighting was observed

Trash cans used for solid or soiled waste were observed with tight fitting lids

Disinfectants and cleaning solution and other toxins or poisons were made inaccessible to children, placed in locked cabinets or placed out of children’s reach.

The director’s office and staff restroom will be used for isolation purposes.

The classrooms were equipped with working telephones.

Center has cameras in all classrooms and surrounding outdoor perimeters.

Parents and authorized adults will use an electronic sign in and out devise, applicant was advised that the devise must be capable of printing these sheets upon request of licensing representative or other enforcement agencies.

The required postings were observed a prominent area for parents and visitors review.

Age appropriate toys and equipment were observed in good repair.

An adequate amount of storage for children’s belongings was observed

Measurements for the indoor activity space was 1033.34 divided by 35 sq. ft. for a total of 29 children

FOOD SERVICES

The center shall provide meals and snacks. LPA observed a full kitchen for preparing meals. Refrigeration was observed to protect foods from contamination and spoiling. Labeled containers were observed to store opened foods. LPA observed locks on the cabinets making detergents and toxins inaccessible to children. Water pitchers were observed for dispensing water in class room and out doors.

Center has devised an Incidental Medical Service plan to provide to parents of children with allergies (epi-pen), asthmatic (inhalers), and children needing G-tube feeding

RESTROOMS

LPA observed 2 toilets; 1 toilet per 15 children and 2 sinks, 1 sink per 15 children for a total of 30 children

OUTDOOR ACTIVITY SPACE

The outdoor area was fully enclosed, the infant outdoor activity area is gated separating it from the preschool’s outdoor activity area.

Age appropriate toys and equipment was observed.

No hazardous conditions or equipment was observed during today’s visit.

Artificial turf was observed in the play yard for cushioning.

Shading and benches were observed

Pitchers will be available for drinking water.

Applicant was reminded that children are to be visually supervised at all times and no child should ever be left alone.

The outdoor activity spaced measured 2178.18 divided by 75 sq. ft. for a total of 29 children

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.

The "Notification of Parent's Rights" (PUB394) was discussed with the licensee and the licensee was advised that it must be posted in a prominent area accessible to parents and visitors. Applicant was made aware that parents must sign and be provided a copy of the LIC. 995e

Criminal Record Statement


Applicant was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Applicant was provided the link to register with Guardian (guardian@ca.gov).
Based on today’s inspection the facility shall be recommended for a capacity of 29 preschoolers determined by the outdoor activity measurements.

An exit interview was conducted the report was discussed, and a copy was provided to applicant Jacqueline Bonseigneur-Smith
