On 2/17/2026 Licensing Program Analyst (LPA) Judy Laureano arrived at the above-mentioned facility for the purpose of delivering findings for the above-mentioned allegations. LPA was greeted by Perla Venegas and toured the facility. Facility is a dual program with an preschool program in the same location.

LPA observed 5 infant children and 2 staff members including director providing care and supervision. Present during today’s inspection was owner. L. Austin, office manager R. Green and Kitchen L. Moore and C. Perez.

On 12/1/2025 Licensing Program Analysts (LPA) Judy Laureano arrived at above mentioned facility for the purpose of a complaint investigation. LPA was greeted by Perla Venegas and discussed the purpose of the visit. LPA toured the facility and observed 4 children and 2 staff members providing care and supervision. LPA requested and reviewed children's roster, staff roster and sign in sheets November 2025. LPA initiated interviews with staff and children.

On 2/17/2026 LPA Laureano concluded interviews with all relevant parties.

Based on LPA’s observation of the whole facility including main entrance of the facility and both off limits and on limits area, record review and interviews with parents and staff, NO information was disclosed that facility violated children’s personal rights and/or ratio were not being maintained. Therefore the allegations of staff did not ensure they were not out of ratio, staff member consumed alcohol during work hours, impairing their ability to provide adequate care and supervision, which presents a risk to children in care, staff yell at day care children, are UNSUBSTANTIATED, meaning although the allegations may have happened or are valid, the preponderance of the evidence standard has not been met.

Exit interview was conducted and a copy of the report was provided with a Notice of Site Visit.
