On 03/06/2023 at 9:12 Licensing Program Analyst (LPA) Laticia Thompson conducted an unannounced case management visit regarding Honeybee Bilingual Preschool. LPA Thompson was greeted by the Assistant Director, Heidy Quinonez and was granted entry into the facility. The director guided LPA Thompson on a tour of the facility. There were 3 teachers and 9 children present during the visit.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018 requires all licensed Child Care Centers (CCC’s) constructed before January 1,2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every five years after the date of the first test.

Community Care Licensing was notified that lead water testing conducted at the facility on 2/04/2023 exceeded allowable limit for lead. Samples testing over 5.5 ppb/ugL and above is considered an exceedance. The Purpose of today’s visit is to follow up on the lead testing results of Action Level Exceedances (ALE) and conduct an inspection.

During today’s visit LPA Thompson observed water outlets identified on facility sketch. LPA Thompson confirmed with assistant director that Outlets E& F samples were identified as exceedance of lead and shall remain inoperable. LPA observed outlet locations. LPA observed hose bib labeled F outside in the children play area, the outlet has not been shut off. LPA placed a not in use label over outlet. LPA observed outlet E located outside in an off limits area inaccessible to children.

The outlet has a water hose attached and is used for gardening purposes only. Assistant Director agrees to cease usage of outlets pending replacement and retesting before usage begins

During today’s visit LPA collected copies of LIC 9275, LIC 9276, Facility Sketch (water faucets/outlets identified) and copy of water testing results summary. LPA Thompson took pictures of outlets.

Based on observation, interviews and sampling records it has been determined that there was a violation of Licensing Regulation The facility was cited a Type B violation 101700.3(b)(2) Please see Facility evaluation Report LIC 809D

LPA provided facility representative with Instructions for required lead testing outlined in PIN 21-21 CCP and Lead Testing Question and Answers. This PIN contains Written Directives, which have the same force and effects as the regulations contained in Title 22 of the California Code of Regulations

An exit interview was conducted with the Assistant Director, Heidy Quinonez, this report was reviewed with the assistant director. The assistant director was provide with a copy of the Facility Report, notice of site visit(LIC 9213) and appeal rights.

Lead water testing samples taken on 02/04/2023 revealed that levels of lead were beyond allowable amount deemed by the State of California for outlets labled E and F, this poses a potential health and safety risk to children in care.
