25 | On 11/07/2025 Licensing Program Analyst (LPA) Cristina Castellanos conducted an unannounced case management inspection for the purpose of ensuring the standards are being met in accordance with California Tittle 22 Regulations and California Health and Safety Codes.
During today’s inspection, eight (8) children and two (2) adult staff members were present in Classroom 2. Per the facility’s license, the toddler program serves children ages 18 months to 24 months. Furthermore, LPA Castellanos observed one toddler (C1) 18 months of age consistently commingling with seven preschool-aged children throughout the day. The oldest preschool-aged child present during today’s inspection was five and a half years old. The commingling occurred during multiple routine activities, including arrival, circle time, lunch, and nap time. According to staff members S1 and S2, Room 1 is the designated classroom for toddlers. However, during the inspection, Room 1 was inaccessible, as Licensee Cherelle Rivera was in possession of the only key to the room. LPA Castellanos informed staff that, in accordance with Title 22, Regulation 101216.4(a)(2), “The toddler program shall be conducted in areas physically separate from those used by older or younger children.” The observed commingling is not in compliance with this regulation.
On September 18, 2025, Licensing Program Analyst (LPA) Cristina Castellanos conducted an unannounced visit to the above-mentioned facility. During the visit, Licensee Cherelle Rivera disclosed that the facility’s Director was terminated on August 25, 2025. Based on LPA’s observations and interviews with relevant staff, it was confirmed that the facility does not have a designated Director as of September 2025. This status places the facility out of compliance with Title 22, Section 101215.1(b), which requires each licensed child care center to have a qualified and designated Director responsible for the operation of the facility.
